Job Overview: The Supply Chain Associate position is crucial for the effective management of supply chain functions within IOM Solomon Islands. The role involves supporting procurement processes, ensuring compliance with organizational policies, and facilitating the timely delivery of goods and services. The associate will work under the supervision of the Chief of Mission and the Head of Resources Management, collaborating with various units to streamline supply chain operations. Duties and Responsibilities: The Supply Chain Associate will be responsible for a wide range of duties, including but not limited to: receiving and consolidating procurement requisition forms, verifying compliance with the Purchase Authorization Matrix, assisting in complex purchases, preparing tender documents, soliciting bids, and participating in the evaluation process. The associate will confirm agreements with suppliers, prepare necessary documentation, and monitor the status of open requisitions to ensure timely delivery. Additionally, the role involves reviewing vendor invoices, preparing payment requests, and maintaining accurate records of procurement activities. The associate will conduct market surveys to identify potential suppliers, track contractual agreements, and provide training and guidance to junior staff. Other responsibilities include managing property and asset logistics, coordinating fleet operations, and performing any other duties as assigned by supervisors.
Required Qualifications: Candidates must possess a university degree in Business Administration, Accounting, Logistics, Supply Chain Management, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a high school diploma with five years of relevant experience is acceptable. Certification in Procurement, Logistics, or Supply Chain Management is considered an advantage. Candidates should demonstrate a strong understanding of procurement processes and logistics management, as well as experience working with vendors and service providers.
Educational Background: The educational requirements for this position include a university degree in a relevant field such as Business Administration, Accounting, Logistics, or Supply Chain Management from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Candidates with a high school diploma must have additional relevant professional experience to qualify for the role.
Experience: The ideal candidate should have substantial experience in procurement and logistics, particularly in working with vendors and service providers. Experience with asset management processes and familiarity with IOM/UN Procurement and Logistics Rules and Procedures is highly advantageous. Additionally, prior experience in an international organization will be beneficial for this role, as it requires understanding the complexities of global supply chain management.
Languages: Fluency in English, both oral and written, is mandatory for this position. A working knowledge of Pijin is desirable, as it may enhance communication with local stakeholders. IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for the Solomon Islands will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and necessary government authorizations. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
