Job Overview:
The National Consultant for Clean Cooking Resource Mobilization & Implementation will play a crucial role in advancing clean cooking initiatives in Rwanda. This position is designed for an individual contractor who will be responsible for mobilizing resources and implementing strategies that promote clean cooking solutions. The consultant will work closely with various stakeholders, including government agencies, NGOs, and community organizations, to enhance the accessibility and adoption of clean cooking technologies. The consultant will also be expected to conduct assessments, develop project proposals, and facilitate workshops and training sessions aimed at raising awareness about the benefits of clean cooking. The overall goal is to contribute to the reduction of health risks associated with traditional cooking methods and to support environmental sustainability through the promotion of clean energy alternatives.

Duties and Responsibilities:
The consultant will be tasked with a variety of responsibilities, including but not limited to: conducting comprehensive assessments of the current clean cooking landscape in Rwanda; identifying potential funding sources and developing proposals to secure financial support for clean cooking initiatives; collaborating with local and international partners to implement clean cooking projects; organizing and facilitating training sessions and workshops for stakeholders to promote clean cooking practices; monitoring and evaluating the impact of implemented projects and providing recommendations for improvement; preparing detailed reports on project progress and outcomes; and ensuring compliance with UNDP policies and procedures throughout the project lifecycle.

Required Qualifications:
Candidates must possess a strong background in project management, resource mobilization, and clean energy solutions. A proven track record of successfully securing funding for development projects is essential. Additionally, candidates should have excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders. Familiarity with the clean cooking sector and sustainable development practices is highly desirable. Strong analytical skills and the ability to work independently as well as part of a team are also required.

Educational Background:
A minimum of a bachelor’s degree in environmental science, sustainable development, public policy, or a related field is required. A master’s degree in a relevant discipline would be an advantage. Candidates should have a solid understanding of clean cooking technologies and their impact on health and the environment.

Experience:
The position requires a minimum of 5 years of relevant professional experience in project management, resource mobilization, and implementation of development projects, particularly in the clean energy or environmental sector. Experience working with international organizations, government agencies, and NGOs is highly valued. Candidates should demonstrate a strong understanding of the challenges and opportunities in the clean cooking sector.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Kinyarwanda or French would be considered an asset, as it would facilitate communication with local stakeholders and enhance project implementation.

Additional Notes:
The assignment is expected to last for 125 days over a period of 9 months. This is a consultancy position, and the consultant will be required to submit proposals directly through the UNDP supplier portal. The deadline for submitting proposals is set for December 16, 2025, at 06:00 AM New York time.
