Job Overview:
The National Consultant will be responsible for providing technical support in the design and effective implementation of a comprehensive Monitoring and Evaluation (M&E) plan. This plan is crucial for ensuring the successful execution and assessment of the pilot phase of the Community Health Strategic Plan. The consultant will work closely with stakeholders to develop indicators, data collection methods, and reporting frameworks that align with the objectives of the health strategic plan. The role requires a deep understanding of M&E principles and practices, as well as the ability to translate complex data into actionable insights for program improvement. The consultant will also be expected to facilitate training sessions for local staff on M&E processes and tools, ensuring that the capacity for ongoing evaluation is built within the community health teams.

Duties and Responsibilities:
  • Develop a comprehensive M&E plan that aligns with the Community Health Strategic Plan objectives.
  • Identify key performance indicators (KPIs) for measuring the success of the pilot phase.
  • Design data collection tools and methodologies to gather relevant data effectively.
  • Conduct baseline assessments to establish initial data points for comparison.
  • Collaborate with local health teams to implement the M&E plan and ensure adherence to protocols.
  • Provide training and capacity-building sessions for local staff on M&E practices.
  • Analyze collected data and prepare reports that summarize findings and recommendations.
  • Facilitate stakeholder meetings to discuss M&E results and gather feedback for program improvement.
  • Ensure that all M&E activities are documented and reported in accordance with UNDP guidelines. 1
  • Provide ongoing support and guidance throughout the duration of the pilot phase to ensure effective implementation of the M&E plan.

Required Qualifications:
  • Proven experience in developing and implementing M&E plans in health-related projects.
  • Strong analytical skills with the ability to interpret complex data sets.
  • Excellent communication skills, both written and verbal, to convey findings to diverse audiences.
  • Familiarity with community health programs and their evaluation is highly desirable.
  • Ability to work collaboratively with various stakeholders, including government officials, NGOs, and community members.
  • Proficiency in using M&E software and tools for data analysis and reporting.

Educational Background:
A Master's degree in Public Health, Social Sciences, or a related field is required. Additional certifications in M&E or project management will be considered an asset. Candidates with a strong academic background in health systems or community health will be preferred.

Experience:
A minimum of 5 years of professional experience in monitoring and evaluation, particularly in the health sector. Experience working with international organizations or NGOs in similar roles is highly desirable. Familiarity with the local context in Angola and previous work experience in the region will be an advantage.

Languages:
Fluency in English is mandatory. Proficiency in Portuguese is highly desirable, as it is the official language of Angola. Knowledge of local dialects may also be beneficial for community engagement.

Additional Notes:
The contract duration for this position is 10 months. This is a consultancy role, and the consultant will be expected to work full-time during the assignment period. The position is open to both national and international candidates. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and health insurance as per UNDP policies.
