Job Overview:
The National Consultant will play a crucial role in supporting the strengthening of policy and technical capacity for Sustainable Development Goal (SDG) acceleration and national development in Cambodia. This position is designed for an individual contractor who will be engaged for a period of 120 days, starting from January 1, 2026, to June 30, 202
  • The consultant will be expected to provide expert advice and technical assistance to enhance the capabilities of national institutions in implementing policies that align with the SDGs. The role requires a deep understanding of the local context, existing policies, and the technical requirements necessary for effective implementation of development strategies. The consultant will also be responsible for facilitating workshops, conducting assessments, and providing recommendations to improve policy frameworks and technical capacities.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting a comprehensive assessment of existing policies and technical capacities related to SDG implementation in Cambodia.
  • Developing tailored recommendations for strengthening policy frameworks and enhancing technical capacities of relevant stakeholders.
  • Facilitating workshops and training sessions to build the capacity of government officials and other stakeholders involved in SDG implementation.
  • Collaborating with UNDP and other partners to ensure alignment of national policies with global SDG commitments.
  • Preparing detailed reports and documentation of findings, recommendations, and progress made during the consultancy period.
  • Engaging with various stakeholders, including government agencies, civil society organizations, and the private sector, to foster collaboration and knowledge sharing.
  • Monitoring and evaluating the effectiveness of implemented strategies and providing ongoing support as needed.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A Master's degree in public policy, international development, or a related field.
  • Proven experience in policy analysis, development, and implementation, particularly in the context of sustainable development and SDGs.
  • Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Familiarity with the Cambodian context and understanding of local governance structures and development challenges.
  • Experience working with UN agencies or international organizations is an advantage.

Educational Background:
Candidates must have a Master's degree or higher in a relevant field such as public policy, international development, social sciences, or a related discipline. A PhD in a relevant area would be considered an asset, particularly for candidates with extensive research experience or specialized knowledge in sustainable development.

Experience:
The position requires a minimum of 5 years of relevant professional experience in policy development, technical assistance, or capacity building in the context of sustainable development. Experience working in Cambodia or similar contexts is highly desirable, as is familiarity with the UN system and its operational modalities.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Khmer or other local languages is considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.
