Job Overview:
The position of National Consultant for the Enhancement of The Public Service Competency Management System tool (PSCMS) for FCSC involves a critical role in improving the competency management system within the public service sector in Ethiopia. The consultant will be responsible for assessing the current system, identifying gaps, and proposing enhancements that align with best practices in public service competency management. This role requires a deep understanding of public administration and human resource management, as well as the ability to engage with various stakeholders to ensure that the enhancements meet the needs of the public service. The consultant will work closely with the Federal Civil Service Commission (FCSC) to develop a comprehensive strategy that includes the design and implementation of the enhanced PSCMS tool, ensuring it is user-friendly and effective in measuring and managing competencies across different levels of public service.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: conducting a thorough analysis of the existing Public Service Competency Management System; engaging with stakeholders to gather insights and feedback; developing a detailed enhancement plan that outlines the necessary changes and improvements; designing the enhanced PSCMS tool, ensuring it is aligned with international standards; providing training and support to FCSC staff on the new system; monitoring and evaluating the implementation of the enhancements; preparing comprehensive reports on progress and outcomes; and ensuring that all activities are documented and communicated effectively to relevant parties.

Required Qualifications:
The ideal candidate for this position should possess a strong background in public administration, human resource management, or a related field. They should have proven experience in competency management systems, particularly within the public sector. Additionally, the candidate should demonstrate excellent analytical and problem-solving skills, as well as the ability to work collaboratively with diverse teams. Strong communication skills, both written and verbal, are essential for this role, as the consultant will need to engage with various stakeholders and present findings and recommendations clearly and effectively.

Educational Background:
A minimum of a Master's degree in Public Administration, Human Resource Management, or a related field is required for this position. Candidates with additional certifications or training in competency management or public service reform will be given preference. A strong academic background, coupled with practical experience in the field, is essential for success in this role.

Experience:
Candidates should have at least 5 years of relevant experience in public administration or human resource management, with a focus on competency management systems. Experience working with government agencies or international organizations is highly desirable. The consultant should also have a track record of successfully implementing similar projects, demonstrating their ability to deliver results within specified timelines and budgets.

Languages:
Fluency in English is mandatory for this position, as all documentation and communication will be conducted in English. Knowledge of Amharic or other local languages is considered an asset, as it may facilitate better engagement with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is a consultancy role with a duration of 45 consultancy days. The consultant will be expected to work on a full-time basis during this period, with flexibility in terms of location as long as the consultant can effectively engage with stakeholders in Addis Ababa. The contract is open to national consultants, and the compensation will be commensurate with experience and qualifications. The consultant will be required to submit a detailed proposal outlining their approach to the project, including timelines and deliverables.
