Job Overview:
The Protection Specialist will play a crucial role in implementing the strategy of Humanity & Inclusion in Palestine, particularly in the context of a rapidly expanding humanitarian response. This position is essential for ensuring the quality and impact of protection projects, which are increasingly necessary due to the rising vulnerabilities and protection threats faced by the population. The Protection Specialist will work under the Technical Head of Programme and in collaboration with Global Protection Specialists to ensure adherence to HI’s global sectoral quality standards. The role involves assessing current protection practices, developing action plans, harmonizing tools and procedures, and delivering training to staff on core protection concepts. The position also requires the ability to adapt to changing contexts, particularly in light of the recent ceasefire in Gaza, and to lead assessments of protection program opportunities.

Duties and Responsibilities:
  • Expertise: Contribute to the country strategy on Protection, including Child Protection and Gender-Based Violence, ensuring alignment with global strategies. Provide technical support to projects, monitoring the quality and relevance of HI’s activities in Protection.
  • Influence: Enhance HI’s local prestige and influence in the field of Protection.
  • Business Development: Identify and develop major opportunities or new projects in the region related to Protection.
  • Management: Supervise Protection Technical Officers, including Social Workers and Referral Officers.
  • Emergency Preparedness and Response: Support the implementation of emergency preparedness actions and adapt working modalities during emergencies to ensure effective humanitarian responses.

Required Qualifications:
Candidates must have at least 5 years of professional experience in implementing protection projects. A strong understanding of international standards, guidelines, and legal frameworks related to General Protection, Gender-Based Violence (GBV), and Child Protection (CP) is essential. Proven experience in capacity building, including training and mentoring staff, is required. Candidates should also have experience in representation and networking, as well as prior work experience in conflict or post-conflict zones. Flexibility and resilience to stress and uncertainty are critical attributes for this role.

Educational Background:
While specific educational qualifications are not detailed in the job description, candidates are typically expected to have a relevant degree in social sciences, international relations, or a related field that supports their understanding of protection issues and humanitarian response.

Experience:

Additional Notes:
The position is for a 6-month international contract starting as soon as possible. The contract includes social coverage adapted to the context of the mission, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2757 €/month, with additional per diem allowances based on the location of the mission. Paid leaves amount to 25 days per year, and there are provisions for rest and recuperation (R&R) according to the level of the mission. The position is unaccompanied, and housing will be provided collectively by HI. For residents of the country, a local package will be offered.
