Job Overview:
The Financial Management Officer will be responsible for providing and interpreting financial information at the Budget and Financial Units (BFUs) for all projects. This role involves performing project financial monitoring and data collection to assess whether projects are progressing according to budgetary expectations. The officer will support the month-end close process and ensure that Key Performance Indicators (KPIs) are improving for monthly financial closure accounts. Additionally, the officer will conduct quality reviews of the monthly BFUs for all projects, ensuring that financial data is accurate, timely, and aligned with organizational policies and reporting standards. The position requires effective communication of key financial insights, trends, and risks to project managers, BFUs, and senior leadership, as well as providing training on BFU templates and the roles and responsibilities of budget holders.

Duties and Responsibilities:
The duties and responsibilities of the Financial Management Officer include:
  • BFU Management: Provide and interpret financial information for all projects at the BFU level, prepare, consolidate, and analyze project financial data to support management decision-making, ensure financial information is accurate and timely, and communicate key financial insights to relevant stakeholders.
  • Improvement of BFU & Participation in GRM with FM: Conduct detailed reviews of monthly BFU reports, validate accuracy of reported figures, highlight discrepancies, maintain a documented review process, and participate in monthly BFU meetings.
  • Financial Management: Monitor project financial performance, track expenditures, identify financial variances, and maintain financial monitoring tools.
  • MEC File Improvement: Support the month-end closing process, prepare and review monthly project financial reports, participate in account reconciliation, and propose improvements to enhance efficiency and accuracy. The position may also involve additional tasks as assigned by the Finance Manager.

Required Qualifications:
To be considered for this position, candidates must possess the following qualifications:
  • Five years of relevant experience in the humanitarian sector, with strong knowledge of managing Budget Vs Actual or BFU reports for all projects.
  • Knowledge of donor reporting, budgeting, and compliance.
  • Ability to effectively communicate financial information to non-financial managers.
  • Strong analytical, presentation, communication, and problem-solving skills.
  • Proficiency in analyzing, evaluating, and summarizing financial records for accuracy and conformity to procedures, rules, and regulations.

Educational Background:
Candidates must have a Bachelor of Business Administration (BBA) or an equivalent degree to qualify for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to perform the financial management tasks effectively.

Experience:
The position requires a minimum of five years of relevant experience in the humanitarian sector. Candidates should have a strong understanding of financial management practices, particularly in relation to managing budgets and financial reporting for various projects. Experience in donor reporting and compliance is also crucial, as well as the ability to communicate complex financial information to individuals without a financial background.

Languages:
The mandatory language requirement for this position is English, with a very good proficiency level expected. This is essential for effective communication within the organization and with external stakeholders. Additional language skills may be considered an asset but are not explicitly required for this role.
