Job Overview: The National UN Volunteer Specialist will play a crucial role in providing technical guidance and support for social infrastructure and community engagement rehabilitation projects. This position involves reviewing and developing project briefs, technical specifications, and work plans while coordinating with various sectors such as protection, program, community services, and administration. The specialist will also be responsible for project and construction management activities, including budgeting and scheduling, and ensuring compliance with established UNHCR and national standards. The role requires effective communication and coordination with UNHCR Field Offices and other units to develop holistic projects that address the needs of the communities served. The specialist will also engage in monitoring and evaluation of construction projects, ensuring timely completion and adherence to budgetary constraints.
Duties and Responsibilities: The duties and responsibilities of the National UN Volunteer Specialist include:
Assisting in the review and development of project briefs, Bill of Quantities, drawings, and technical specifications for social infrastructure projects.
Supporting project and construction management activities, including budgeting, scheduling, and utilizing specific construction tools.
Monitoring and evaluating UNHCR construction and infrastructure projects to ensure compliance with standards and timely completion.
Communicating with focal points at UNHCR Field Offices for planning and reporting activities.
Providing high-level communication and coordination in the field of shelter and infrastructure development.
Reviewing updates to legislation affecting social service provision and IDPs.
Consulting on legal planning and housing rights.
Reviewing monthly reports from Field Offices and Implementing Partners.
Assisting in the technical evaluation of bids for construction projects. 1
Performing other related duties as required by the manager.
Required Qualifications: Candidates must possess strong technical skills in project management, construction, and infrastructure development. They should have a solid understanding of humanitarian principles and the ability to work collaboratively with various stakeholders. Strong communication and organizational skills are essential, along with the ability to prioritize tasks effectively. Candidates should also demonstrate professionalism and self-management in their work.
Educational Background: A degree in civil engineering, architecture, project management, or a related field is required. Additional certifications in project management or construction management are advantageous. Knowledge of humanitarian standards and practices is also beneficial.
Experience: Candidates should have a minimum of 2-3 years of relevant experience in project management, construction, or infrastructure development, preferably in a humanitarian context. Experience working with international organizations or NGOs is highly desirable, as is familiarity with the specific challenges faced in conflict-affected areas.
Languages: Fluency in English is mandatory, while proficiency in Ukrainian or Russian is highly desirable. Knowledge of additional languages may be considered an asset, particularly in enhancing communication with local communities and stakeholders.
Additional Notes: This position is a full-time national UN Volunteer assignment, with the volunteer responsible for organizing their own accommodation. The contract duration is specified in the vacancy announcement, with the possibility of extensions based on funding availability and performance. The monthly Volunteer Living Allowance (VLA) is USD 1587, which covers housing and living expenses. Additional benefits include a one-time entry lump sum payment of USD 400, medical and life insurance coverage, and various leave entitlements, including annual leave, learning leave, and sick leave.
