Job Overview: The CCAC National ProjectCoordinator will play a crucial role in supporting Rwanda's national planning and implementation efforts related to Short-Lived Climate Pollutants (SLCPs). This position involves conducting integrated SLCP assessments and facilitating the rapid implementation of actions aimed at reducing SLCP emissions at the national level. The coordinator will work closely with the Rwanda Environment Management Authority (REMA) and the CCAC Secretariat to enhance institutional and technical capacities for SLCP mitigation. The role requires a deep understanding of Rwanda's climate goals and the ability to coordinate various stakeholders, including government ministries and civil society, to ensure effective integration of SLCP strategies into national policies and plans. The coordinator will also be responsible for monitoring and evaluating the progress of SLCP initiatives and ensuring alignment with Rwanda's Nationally Determined Contributions (NDC) under the Paris Agreement.
Duties and Responsibilities: The CCAC National Project Coordinator will have a comprehensive set of responsibilities, including: 1) Establishing mechanisms for inter-ministerial and inter-institutional coordination on SLCP reduction, such as forming an inter-institutional task force or national SLCP unit. 2) Supporting the development of an implementation plan that aligns with Rwanda's NDC 3.
3) Providing technical assistance in monitoring emission reductions from mitigation actions outlined in the NDC. 4) Assisting in the reporting and measurement of SLCP emissions within the UNFCCC reporting framework. 5) Engaging with high-level government officials to secure buy-in for SLCP mitigation efforts. 6) Involving sub-national governments and civil society in CCAC initiatives. 7) Building national capacity for SLCP mitigation through training programs for relevant ministries and institutions. 8) Drafting and finalizing papers that recommend concrete actions for SLCP mitigation. 9) Submitting proposals for national and international funding to support the implementation of the National SLCP Strategy. 10) Developing awareness-raising materials and organizing events focused on integrated climate change and air pollution reduction. 11) Actively participating in CCAC events and contributing to the CCAC website by updating partner profiles. 12) Collaborating with various national government departments and engaging with implementation facilitators.
Required Qualifications: Candidates must possess an advanced university degree (master's or equivalent) in environmental science, environmental chemistry, atmospheric science, physics, climate change, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have at least five years of professional experience in areas relevant to climate change, air pollution, sustainable development, or environmental management. Demonstrated ability to provide technical assistance to governments and stakeholders is essential, along with excellent communication skills, both written and oral. Knowledge of national policies regarding climate change mitigation and air pollution in Rwanda is required, as well as familiarity with national environmental regulations and key stakeholders. A good understanding of SLCPs and their implications for climate change and air quality in Rwanda is desirable, along with experience using emission inventory and scenario modeling tools.
Educational Background: The educational background required for this position includes an advanced university degree (master's or equivalent) in fields such as environmental science, environmental chemistry, atmospheric science, physics, climate change, or a related discipline. Candidates with a first-level university degree may be considered if they have two additional years of relevant experience. This educational foundation is crucial for understanding the complex interactions between climate change, air pollution, and sustainable development, as well as for effectively contributing to the development and implementation of SLCP mitigation strategies.
Experience: The position requires a minimum of five years of professional experience in fields related to climate change, air pollution, sustainable development, or environmental management. Candidates should have a proven track record of providing technical assistance to governments and other stakeholders, demonstrating their ability to navigate complex policy environments and engage with multiple stakeholder groups. Experience in coordinating national planning efforts and implementing environmental policies is highly desirable, as is familiarity with the specific challenges and opportunities related to SLCPs in Rwanda.
Languages: Fluency in English, both written and spoken, is mandatory for this position. Knowledge of another official United Nations language is considered an advantage, as it may facilitate communication with diverse stakeholders and enhance the coordinator's effectiveness in international contexts.
Additional Notes: The position is expected to last for a duration of three months, during which the coordinator will be engaged in full-time activities related to SLCP planning and implementation in Rwanda.
