Job Overview: The Senior IT Officer, Business Solutions I position is a critical role within the Information Technology Solutions (ITS) department of the World Bank, specifically located in Chennai, India. The primary function of this role is to serve as a Senior Solutions Architect, responsible for overseeing multiple projects within the World Bank Operations portfolio. This position requires a blend of technical leadership and project management skills to ensure that the technical solutions align with the unit's initiatives and are delivered effectively to Operations Staff. The Senior Solutions Architect will lead the design and modeling of application and data architecture, ensuring adherence to enterprise standards and guidelines. The role also involves providing guidance and oversight to a team of staff and a large group of developers, both on-premises and offshore, to ensure efficient solution delivery. The successful candidate will be expected to apply their technical and business knowledge to architect and supervise the implementation of solutions that support the World Bank’s operational lines of business, contributing to the overall mission of leveraging technology for development impact.
Duties and Responsibilities: The duties and responsibilities of the Senior IT Officer include, but are not limited to:
Acting as the Technical Lead for the implementation, maintenance, and operation of business-critical applications that support the World Bank’s Operations lines of business.
Architecting process integrations with applications and data platforms across various lines of business, ensuring seamless functionality between systems such as loan systems, trust fund systems, and performance review systems.
Leading the implementation of workflow patterns and container-based document management systems that support all applications within the department.
Collaborating with key stakeholders to discuss technical features of digital solutions and ensuring readiness for each release.
Documenting and communicating technical analyses, designs, and specifications effectively.
Working with the security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security Team to meet security requirements and support related testing.
Identifying and analyzing complex systemic issues, applying scientific principles and best practices to design and support IT products and solutions.
Defining technical architecture principles that guide technology decisions and ensuring alignment with enterprise architecture standards.
Coordinating with vendors and consultants to oversee deliverables and ensure compliance with World Bank standards. 1
Required Qualifications: The required qualifications for the Senior IT Officer position include:
A Master’s degree in computer science with at least 8 years of relevant experience, or a Bachelor’s degree in computer science with a minimum of 10 years of relevant experience.
Proven leadership experience in managing large, complex deliverables, with at least 7 years of experience leading large teams of developers in environments characterized by shifting priorities and complex IT landscapes.
Hands-on technical expertise, with the ability to step into development or troubleshooting roles as needed to ensure project milestones are met.
A solid understanding of Service Oriented Architecture (SOA) principles and design patterns, including Micro Services and Cloud technologies.
Minimum of 7 years of experience in developing and maintaining large-scale solutions in the Microsoft .NET Framework, including C#.
At least 5 years of experience in architecting Microsoft Dynamics-based solutions and integrations with SharePoint Online and other Azure resources.
Strong experience with authenticating and authorizing applications using Azure AD.
Familiarity with Azure data platforms and tools, as well as experience in designing and deploying AI models is a plus.
Educational Background: Candidates must possess a Master’s degree in computer science or a related field, or a Bachelor’s degree in computer science with extensive relevant experience. The educational background should provide a strong foundation in computer science principles, software development, and information technology management.
Experience: The position requires a minimum of 8 years of relevant experience for candidates with a Master’s degree, or at least 10 years for those with a Bachelor’s degree. This experience should include managing large teams and complex projects, with a proven track record of delivering technical solutions in dynamic environments.
Languages: The mandatory language for this position is English. Proficiency in additional languages may be considered an asset but is not required.
