Job Overview: The National Consultant (Health Economics) position is designed to provide expert analysis and recommendations in the field of health economics. The consultant will be responsible for conducting economic evaluations, cost-effectiveness analyses, and providing insights into health financing strategies. The role requires a deep understanding of health systems and policies, particularly in the context of Bangladesh. The consultant will work closely with UNDP and other stakeholders to ensure that health interventions are economically viable and aligned with national health priorities. The assignment is expected to last for a total of 72 days over a period of six months, during which the consultant will engage in various activities including data collection, stakeholder consultations, and report writing. The consultant is expected to deliver high-quality outputs that will inform decision-making processes in health economics.
Duties and Responsibilities: The duties and responsibilities of the National Consultant (Health Economics) include but are not limited to:
Conducting comprehensive economic evaluations of health programs and interventions.
Analyzing health financing mechanisms and their impact on health outcomes.
Collaborating with health sector stakeholders to gather data and insights.
Preparing detailed reports and presentations on findings and recommendations.
Providing technical assistance in the development of health policies and strategies.
Engaging in capacity building activities for local health economists and policymakers.
Ensuring that all analyses are aligned with international best practices in health economics.
Participating in meetings and workshops to present findings and gather feedback.
Required Qualifications: The position requires a strong background in health economics, public health, or a related field. Candidates should possess analytical skills and experience in economic evaluation methods. Familiarity with health systems in Bangladesh and previous experience working with international organizations or government agencies is highly desirable. Strong communication skills, both written and verbal, are essential for this role, as the consultant will need to convey complex economic concepts to a variety of stakeholders. Additionally, proficiency in data analysis software and tools is required.
Educational Background: Candidates must hold at least a Master's degree in Health Economics, Public Health, Economics, or a related field. A PhD in a relevant discipline is preferred but not mandatory. The educational background should include coursework or training in economic evaluation, health policy analysis, and quantitative research methods.
Experience: The ideal candidate should have a minimum of 5 years of professional experience in health economics or a related field. Experience working on health financing projects, particularly in low- and middle-income countries, is highly valued. Previous consultancy experience with UN agencies or similar organizations will be considered an asset. The candidate should demonstrate a track record of producing high-quality analytical reports and recommendations in the health sector.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Bengali is an advantage, as it will facilitate communication with local stakeholders and enhance the consultant's ability to engage effectively in the Bangladeshi context.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of six months and a total of 72 days of work. The consultant is expected to work flexibly, with the possibility of remote work depending on the nature of the tasks. Compensation will be based on the consultant's experience and qualifications, and will be discussed during the selection process.
