Job Overview:
The Supply Chain Coordinator plays a crucial role in supporting the Supply Chain department by ensuring efficient and effective logistics implementation and smooth departmental operations at the capital office. This position emphasizes support for logistics and procurement staff, contributing to the overall strengthening of supply chain functions. The coordinator will assist the Supply Chain Manager in national and international procurement, customs clearance of supplies, and warehouse management processes across the country. The role also involves ensuring compliance with DRC’s internal procedures and donor requirements, as well as implementing audit recommendations related to logistics and procurement. The Supply Chain Coordinator is expected to actively engage in logistics cluster activities and maintain effective communication with local authorities to secure necessary permits for operations.

Duties and Responsibilities:
The key responsibilities of the Supply Chain Coordinator include:
  • Procurement: Assisting the Supply Chain Manager with planning, supplier sourcing, market assessments, and procurement processes. Leading emergency procurement efforts in consultation with program teams. Ensuring compliance with DRC Operations Handbook and donor requirements throughout the procurement process. Conducting supplier performance reviews and maintaining accurate performance scorecards. Organizing procurement training for program staff.
  • Fleet Management: Coordinating with logistics officers to ensure effective fleet management practices and compliance with the Operations Handbook.
  • Asset Management: Supporting compliance and implementation of asset management procedures and compiling monthly reports on inventory/assets.
  • Inventory and Warehouse Management: Ensuring compliance with inventory and warehouse management procedures and organizing training for staff on stock management.
  • DRC Dynamics ERP System: Ensuring proper application of supply chain processes within the ERP system and utilizing data analytics to improve supply chain performance.

Required Qualifications:
The position requires a minimum of 5 years of experience in humanitarian logistics management, particularly in Supply Chain Management, Fleet Management, Asset Management, and Distribution Support. Candidates should have at least 3 years of experience in people management and a proven track record of dealing with service providers and contractors in emergency contexts. Strong management and supervision skills, along with excellent computer skills in MS Word and Excel, are essential. Familiarity with standard procurement procedures, construction project management, and experience in (I)NGO environments are also required.

Educational Background:
Candidates must possess a Master’s Degree in Logistics and Supply Chain Management, Business Administration, or a related field. This educational background is crucial for understanding the complexities of supply chain operations in humanitarian contexts.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in humanitarian logistics management, with a focus on supply chain management, fleet management, and asset management. Experience in managing teams and working in emergency or conflict zones is highly valued, as is familiarity with procurement procedures and documentation.

Languages:
Fluency in both oral and written English is mandatory, while proficiency in Arabic is desirable. This bilingual capability is important for effective communication within the diverse operational environment of DRC.
