Job Overview: The Program Analyst position at the World Bank's Global Environment Facility (GEF) involves providing comprehensive support in the planning, organization, and execution of Council Meetings and other significant gatherings such as the GEF Assembly and replenishment meetings. The role is crucial for ensuring the smooth operation of these high-level events, which require a professional with a proven track record in international event management, strong diplomatic skills, and experience in engaging with high-level stakeholders. The incumbent will be responsible for both the technical and political aspects of the meetings, ensuring that all details are meticulously organized and executed. This position is integral to the GEF's mission of addressing global environmental issues while supporting national sustainable development initiatives.
Duties and Responsibilities: The main duties and responsibilities of the Program Analyst include: A. Council and Assembly Meetings Support:
Assist in the development, planning, and execution of Council and Assembly Meetings, including logistical arrangements, agenda preparation, coordination with stakeholders, venue selection, registration, zoom management, catering, travel arrangements, and protocol requirements.
Ensure compliance with World Bank internal procedures for event planning and management.
Review and format key documents.
Prepare technical and political summaries of Council Meetings, capturing key decisions and follow-up actions. B. Budget and Financial Tracking:
Monitor and track the budget for Council Meetings and related events, ensuring efficient resource use and adherence to financial procedures.
Prepare budget reports and support financial reconciliation as required. C. Support to Other Teams:
Provide support for other work needs of the Secretariat as requested by GEF managers, including planning and organizing events and activities, and assisting other divisions as needed. This support is expected to increase following the delivery of the GEF Assembly.
Required Qualifications: The required qualifications for the Program Analyst position include:
An advanced university degree (Master’s or equivalent) in international affairs, public policy, environmental management, or a related field.
A minimum of 3 years of professional experience in coordinating large-scale international events, partnership building, and knowledge management.
Demonstrated diplomatic skills with the ability to interact professionally with high-level officials and external partners.
Experience in budget management and financial tracking for events.
Familiarity with GEF operations, multilateral processes, or similar institutional environments is strongly preferred.
Strong interpersonal skills and the ability to work effectively under pressure in a multi-stakeholder environment.
Excellent written and verbal communication skills in English; proficiency in Spanish and French is highly desirable.
A demonstrated degree of initiative and reliability, with the ability to develop practical approaches to improve office effectiveness.
Ability to handle concurrent activities efficiently under pressure, with minimal supervision and to meet tight deadlines. 1
