Job Overview: The Medical Officer position is a temporary role located within the Medical Service Section of the United Nations Support Office in Haiti (UNSOH). The incumbent will be responsible for coordinating medical evacuations and providing comprehensive medical support in a challenging international environment. This role requires the Medical Officer to act as the focal point for all medevac requests, ensuring effective communication between various stakeholders, including local authorities and medical facilities. The Medical Officer will also be tasked with developing and updating Standard Operating Procedures (SOPs) for medical evacuations, conducting technical assessments of health facilities, and supporting clinical duties such as emergency responses and staff referrals. The position demands a high level of professionalism, communication skills, and the ability to manage complex situations effectively.
Duties and Responsibilities: The Medical Officer will have a wide range of responsibilities, including: acting as the UNHQ focal point for all medevac requests; providing continuous medico-administrative support for medevac operations; facilitating communication between requestors and medical facilities; developing and updating SOPs for medical evacuations; conducting technical assessments of health facilities; supporting clinical duties including emergency responses; advising on medical standards for recruitment and sick leave; managing day-to-day operations; supervising medical staff; ensuring the availability of medical supplies; and implementing training programs to enhance medical capabilities. The role also includes performing other related duties as required by the Chief Medical Officer.
Required Qualifications: Candidates must possess a first-level university degree that qualifies for registration as a licensed medical practitioner (MD, MBBS, MBChB, or equivalent). Current unrestricted registration with the medical licensing authority of one of the Member States of the United Nations is mandatory. A valid license to practice medicine is required, along with training in emergency medicine and trauma care, which is desirable. Candidates should demonstrate a strong understanding of medical policies and procedures, particularly regarding medical evacuations and sick leave.
Educational Background: The educational requirement for this position includes a first-level university degree in medicine that qualifies for registration as a licensed medical practitioner. This educational background is essential to ensure that the Medical Officer can effectively perform their duties and responsibilities in a clinical setting.
Experience: A minimum of seven years of progressively responsible clinical experience in one of the areas of medicine is required. Candidates must have experience in conducting and coordinating medical evacuations in an international environment. Experience in UN or other specialized agency field operations is desirable, as is experience in managing multiple high-level stakeholders and multicultural teams at various levels. Familiarity with electronic medical record systems and data analysis is also advantageous.
Languages: English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French and Spanish are considered desirable languages, with the same proficiency level expected.
