In Ukraine, the project focuses on strengthening public health systems and addressing key health challenges such as HIV/AIDS and pandemic preparedness, aligning with national priorities and U.S. Government goals.

Job Overview:
The Project Operations Director will be instrumental in the daily management and functioning of the EpiC Ukraine project, directly supporting the EpiC Project Director. This role is crucial as it involves overseeing operations staff and activities that are essential for project delivery, including finance, grants, and procurement. The Operations Director will ensure that all operational systems are established and maintained in compliance with both FHI 360 and U.S. Government regulations. This position requires collaboration with various teams to identify system needs and develop solutions that enhance operational efficiency, particularly in challenging humanitarian contexts. The Director will also serve as a liaison between field offices and headquarters, ensuring smooth operations and compliance with administrative and logistical requirements.

Duties and Responsibilities:
The Operations Director will be responsible for a wide range of duties including: supporting the EpiC Ukraine Project Director to ensure efficient and compliant project implementation; establishing and overseeing operational systems that align with programmatic needs; managing project financials, procurement, logistics, and administration; developing and implementing a procurement plan that meets project needs; monitoring and managing budgets to achieve project goals; providing timely financial and project reports to management and donors; overseeing grants management functions; collaborating with staff to ensure structured work plans and monitoring plans are in place; ensuring monthly expenditure monitoring and corrective actions are tracked; providing leadership and guidance to staff; and performing other duties as assigned. This role requires strong strategic planning, project evaluation, and management skills, as well as the ability to analyze and establish effective organizational procedures.

Required Qualifications:
Candidates must possess effective strategic planning, project evaluation, and project management skills. Strong business acumen, staff development, management, and reporting experience are essential. The ideal candidate should have demonstrated public relations and diplomacy skills, along with operations management experience. Proficiency in English is required, and professional fluency in Ukrainian is preferred. The ability to build positive relationships with local communities and government officials is crucial, as is the capacity to analyze and establish effective cross-project coordination and management systems.

Educational Background:
A Bachelor's Degree or its international equivalent in Business Administration, Public Health, Social Sciences, or a related field is required. A Project Management (PM) Certification is preferred, indicating a formal understanding of project management principles and practices.

Experience:
Candidates should have a minimum of 12 years of relevant experience in project management, particularly with USG or PEPFAR supported programs. Experience in an international NGO environment is desirable, along with a demonstrated ability to collaborate with national health personnel and local authorities. The ability to manage large teams and achieve program goals within budget parameters is essential, as is proficiency in Microsoft Office applications.

Languages:
Professional proficiency in written and spoken English is mandatory, while fluency in Ukrainian is preferred. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
This position is open to both Ukrainian national applicants and international applicants who can obtain legal work authorization in Ukraine. The role may require travel of approximately 10% to 25%.
