Job Overview:
The National Professional Officer (Emergency and Trauma Care) position is designed to provide technical expertise to the Ministry of Health in Ukraine, particularly in response to the evolving health needs amid a volatile security" style="border-bottom: 1px dotted #007bff !important;">security situation. The incumbent will be responsible for coordinating planning efforts, revising health standards, and training both front-line medical staff and hospital personnel in trauma and surgical care, as well as mass casualty management. This role requires a proactive approach to assess health system capacities, implement technical activities, and manage the Trauma & Emergency Care Programme in Ukraine. The officer will work closely with various stakeholders, including local health departments, emergency medical services, and NGOs, to ensure effective emergency response and trauma care delivery. The position demands a comprehensive understanding of the health landscape in Ukraine and the ability to adapt to rapidly changing circumstances.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer include:
  • Providing technical expertise to support the Ministry of Health in preparing for and responding to health needs related to emergencies.
  • Ensuring coordinated planning and revision of standards for trauma and surgical care, including mass casualty management.
  • Conducting assessments to determine the needs of affected populations regarding emergency and trauma care.
  • Offering technical advice on trauma care, critically reviewing and analyzing evidence-based data for setting up or adapting standards and interventions.
  • Reviewing and suggesting adjustments to hospital emergency preparedness systems and procedures.
  • Assessing capacities and gaps in trauma patient pathways to ensure optimal outcomes for injured patients.
  • Designing training programs for front-line responders and medical personnel based on identified gaps.
  • Contributing to the analysis and synthesis of health-related data to inform operational decisions.
  • Providing technical advice to procurement and logistics teams regarding essential supplies and medications. 1
  • Offering onsite support to health partners on emergency and trauma care as needed. 1
  • Performing any other related duties as required by the functional supervisor.

Required Qualifications:
The position requires the following qualifications:
  • A university degree in medicine with specialization in surgery, emergency care, trauma, or a closely related field from an accredited institution.
  • Additional professional training in hospital management, mass casualty management, disaster medicine, or adult simulation-based training is desirable.
  • Strong technical skills and expertise in trauma care, including patient care and quality improvement interventions.
  • Proven skills in developing training curricula and content for emergency and surgical care.
  • Valid certification as a Provider and Trainer in internationally-certified courses in emergency, surgical, and trauma care.
  • Strong communication skills and the ability to deliver advanced-level technical training.

Educational Background:
Candidates must possess a university degree in medicine with a specialization in surgery, emergency care, trauma, or a closely related field from an accredited institution. Additional training in relevant areas such as hospital management or disaster medicine is considered an asset.

Experience:
Candidates should have at least five years of relevant experience at the national level, particularly in clinical and teaching roles within disaster and resource-scarce contexts. Experience in developing simulation-based training curricula and prior humanitarian field-level experience with WHO or other recognized organizations is highly desirable.

Languages:
Expert knowledge of English and Ukrainian is essential for this position. Intermediate knowledge of any other UN languages is considered desirable.

Additional Notes:
This is a National Professional Officer position, meaning only applications from nationals of Ukraine will be accepted. The position offers an annual base salary starting at USD 52,930, subject to mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave.
