Job Overview:
The Public Private Partnership (PPP) Coordinator will play a crucial role in facilitating collaboration between the UNFPA Country Office, private sector telemedicine suppliers, and government stakeholders such as the Department of Health (DOH) and PhilHealth. This position is essential for the successful execution of an 18-month project aimed at expanding access to reproductive and maternal health services through a telemedicine solution. The consultant will be responsible for managing strategic partnerships, developing innovative financing strategies, ensuring technical alignment between public health needs and private solutions, and overseeing monitoring and evaluation processes. The role requires a deep understanding of the Philippine health sector, particularly in maternal and child health, and the ability to navigate complex stakeholder environments to achieve project goals.

Duties and Responsibilities:
  • Strategic Partnership Management & Coordination: Act as the primary liaison between private and public sectors, ensuring alignment of goals and effective collaboration. Lead project planning and execution across three phases: Adapt, Assess, and Scale. Organize stakeholder consultations to secure buy-in and localize project design. Manage consortium relationships and compliance with UNFPA financial reporting. Expand a strategic portfolio of private sector allies focused on sexual and reproductive health outcomes.
  • Innovative Financing & Business Case Development: Lead the creation of a sustainability and scale-up strategy, including an investment case for PhilHealth accreditation. Oversee cost-effectiveness assessments to demonstrate the value of the telemedicine solution. Develop a comprehensive Scale-Up Plan for stakeholder approval by December 2026.
  • Technical Alignment: Guide the adaptation of the telemedicine platform to meet clinical and reporting requirements of DOH and local government units. Ensure the service model addresses gaps in antenatal and postnatal care while maintaining interoperability with public data systems. Coordinate training modules for public health workers.
  • Monitoring, Evaluation, and Impact Reporting: Oversee baseline and endline assessments to capture health outcomes and partnership efficacy. Prepare progress reports and technical briefs for stakeholders, highlighting lessons learned in public-private collaboration.

Required Qualifications:
I. Educational Qualifications: An advanced university degree in public health, medicine, nursing, sociology, social anthropology, health education, health economics, epidemiology, health leadership & management, or related fields is required.

II. Professional Experience: Essential qualifications include a demonstrable understanding of maternal and child health programs, sexual and reproductive health, or public health. Candidates must have proven experience working within the Philippine health sector, particularly with local government units and the Department of Health (DOH). A minimum of two years of experience in managing partnerships, cross-sector collaborations, or public-private engagements within the health or development sector is required. Experience in developing business cases, investment cases, or sustainability strategies for development projects is also essential. Desirable qualifications include experience in stakeholder coordination and facilitation of meetings with government agencies and familiarity with the UN system.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as public health, medicine, nursing, sociology, social anthropology, health education, health economics, epidemiology, or health leadership & management. This educational background is crucial for understanding the complexities of maternal and reproductive health and the public health landscape in the Philippines.

Experience:
The position requires at least two years of relevant professional experience, particularly in managing partnerships and cross-sector collaborations within the health or development sectors. Candidates should have a solid understanding of maternal and child health programs and experience working with local government units and the Department of Health in the Philippines. Experience in developing business cases and sustainability strategies is also essential for this role.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of Filipino or other local languages is considered an asset, as it may facilitate better communication with local stakeholders and communities.

  • The position is office-based with expected travel to project sites within the Philippines. The consultant will work under the supervision of the Assistant Representative and the day-to-day supervision of the Maternal Health and Family Planning Analyst. Regular domestic travel is anticipated to ensure quality oversight of implementation and ongoing monitoring of project results.
