Job Overview: The Human Resources and Administration Manager plays a crucial role in leading the HR and Administration department within the NRC Lebanon Country Office, specifically in Beirut. This position is responsible for strategically and technically overseeing HR and Admin compliance while enhancing support services such as staff care, employee relations, recruitment, operations, learning and development, onboarding, and exit procedures. The manager will ensure that NRC Lebanon is well-prepared to meet current and future challenges, demonstrating strong leadership and engagement across all focus areas. Additionally, the role involves capacity building for the HR and admin team and line managers throughout the country, ensuring that the organization can effectively respond to the needs of its staff and beneficiaries.
Duties and Responsibilities: The key responsibilities of the Human Resources and Administration Manager include developing and implementing NRC’s HR and Admin strategy, systems, and procedures at the national level, ensuring adherence to employment guidelines and NRC policies. The manager will contribute to the country strategy and HR/Admin Plan of Action by providing input and initiatives, overseeing the implementation of HR and Admin-related policies, and ensuring compliance with local labor laws and governmental regulations. The role also involves managing the HR and Admin team across all offices, ensuring capacity building and skill transfer, conducting quality control and audits of HR Admin functions, leading employee engagement and diversity initiatives, determining workforce needs, and maintaining a healthy office environment that fosters open communication. Regular reporting and analysis will be required to improve service delivery, alongside promoting PSEA standards and implementing relevant activities.
Required Qualifications: Candidates must possess a Bachelor's degree in business administration, HR, or a relevant field. A minimum of 5-7 years of experience in a senior management role or similar position within HR, preferably in humanitarian, emergency, or recovery contexts, is essential. The ideal candidate will have a proven capacity to lead, develop strategies, and implement change, complemented by strong communication, training, and presentation skills. Familiarity with INGO operations and the dynamics of the humanitarian sector is advantageous. Fluency in both English and Arabic, both written and spoken, is mandatory, along with proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
Educational Background: The educational background required for this position includes a Bachelor's degree in business administration, human resources, or a related field. This foundational education is critical for understanding the complexities of HR management and administration within a humanitarian context, equipping the candidate with the necessary skills to navigate the challenges faced in such environments.
