Job Overview: The Operations Manager at UNDP Rwanda plays a crucial role in advising Senior Management on all aspects of Country Office management and operations. This includes strategic management of financial and human resources, procurement, logistical services, and ICT, ensuring compliance with UNDP rules and regulations. The Operations Manager is responsible for leading the Operations Team, fostering collaboration within the team and with other UN Agencies, and ensuring the smooth functioning of CO programmes and projects. The position requires a proactive approach to navigating the complexities of operations, ensuring that internal processes are efficient and responsive to the external environment. The Operations Manager will drive results by managing diverse teams across Finance, Procurement, Information Technology, and Human Resources, instilling a results-oriented culture and commitment to UNDP values. This role is vital for achieving strategic goals and making a significant impact on the organization and the lives of people globally.
Duties and Responsibilities:
Ensure the strategic direction of operations by ensuring compliance with UN/UNDP rules and regulations, implementing corporate operational strategies, and establishing management targets.
Manage financial resources by planning, tracking, and auditing expenditures, overseeing contributions management, and ensuring compliance with IPSAS.
Supervise the HR team to ensure compliance with corporate human resources policies, optimal staffing, and performance management systems.
Oversee procurement and logistical services, ensuring compliance with corporate rules and regulations, and managing UNDP assets and facilities.
Establish strong collaboration with other UN Agencies for common services management and contribute to Operations Management Team activities.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Economics, or a related field. Alternatively, a first-level university degree (bachelor’s degree) in a relevant field combined with an additional two years of qualifying experience will be considered. Candidates should have a minimum of 5 years of progressively responsible experience in managing operational systems and functions, including finance, procurement, HR, logistics, administration, and ICT. Proven experience in leading large and diverse teams and developing operational systems is required. Hands-on experience with ERP systems and managing operations in complex institutional environments is desired.
Educational Background: An advanced university degree (master’s degree or equivalent) in Business Administration, Public Administration, Finance, Economics, or a related field is required. A first-level university degree (bachelor’s degree) in a relevant field combined with an additional two years of qualifying experience will also be considered.

Languages: Fluency in English is required. For local staff, fluency in the national language of the duty station (Kinyarwanda and/or Kiswahili) is also required.
