Job Overview:
The successful candidate will serve as the Category Management and Emergency Response Team Lead, directly reporting to the Head of the Medical Supply Chain Unit (MSCU). This role is pivotal in providing procurement support to missions globally, ensuring the effective implementation of supply chain systems and functions. The candidate will be responsible for guiding medical procurement processes, coordinating with the Migration Health Division (MHD) to ensure compliance with medical product specifications and quality assurance requirements. The position requires a proactive approach to maintaining procurement guidelines, establishing long-term agreements, and ensuring adherence to contractual obligations. The candidate will also be involved in vendor management, logistics coordination, and the development of quality control mechanisms for medical procurement. This role demands a high level of collaboration with various stakeholders, including UN and humanitarian agencies, to enhance procurement processes and support missions in compliance with IOM guidelines.

Duties and Responsibilities:
  • Act as the lead for category management and emergency response, providing procurement support to missions worldwide.
  • Guide medical procurement processes, ensuring compliance with specifications and quality assurance requirements.
  • Coordinate with MHD to clear medical product specifications and regulatory approvals.
  • Maintain and enforce medical procurement guidelines in collaboration with MHD HQ.
  • Participate in establishing global and regional Long Term Agreements (LTA) and monitor adherence to contracts.
  • Conduct procurement and coordinate logistics of goods and services, maintaining relevant internal databases.
  • Liaise with UN and humanitarian agencies on collaborative tenders and joint activities.
  • Contribute to the development of Quality Control Mechanisms for medical procurement.
  • Identify and manage global vendors, ensuring compliance with business needs. 1
  • Assist in vendor performance reviews and maintain relationships with strategic global vendors. 1
  • Support missions in ensuring compliance with IOM procurement guidelines. 1
  • Undertake duty travel for field missions as required. 1
  • Prepare procurement reports, presentations, and conduct training for missions. 1
  • Analyze supply chain data to identify inefficiencies and recommend corrective actions. 1
  • Coordinate with legal and finance teams as necessary. 1
  • Perform other related duties as required.

Required Qualifications:
  • University degree in BA, Management, Supply Chain, Logistics, or a related field, or a bachelor’s degree with five years of medical procurement experience.
  • High School diploma with seven years of relevant experience is also acceptable.
  • Experience in the UN system or a multi-national organization is advantageous.
  • Specialized training in procurement and/or logistics (e.g., CIPS or equivalent) is a plus.
  • Practical application of Enterprise Resource Planning systems is required.
  • Strong computer literacy, including proficiency in MS Office and applications like Visio.
  • Excellent organizational skills and ability to manage multiple tasks under time constraints.
  • Strong client orientation, negotiation, and communication skills are essential.

Educational Background:
Candidates must possess a university degree in a relevant field such as Business Administration, Management, Supply Chain, or Logistics. Alternatively, candidates with a high school diploma and extensive relevant experience (seven years) may also be considered. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that the educational qualifications meet international standards.

Experience:
The position requires candidates to have experience in procurement, particularly in medical procurement, within the context of the UN system or a multi-national organization. Specialized training in procurement and logistics is highly desirable, as is familiarity with Enterprise Resource Planning systems. Candidates should demonstrate a proven track record of managing procurement processes and vendor relationships effectively.

Languages:
Fluency in English is mandatory, as it is the working language of the organization. Knowledge of additional languages, particularly those relevant to the regions where IOM operates, would be considered an asset and enhance the candidate's profile.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for the Philippines will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and compliance with government regulations.
