Job Posting Organization: The Food and Agriculture Organization of the United Nations (FAO) is a specialized technical agency of the United Nations, established to combat hunger and promote security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security globally. The FAO's mission is to work towards the eradication of hunger and ensure food security for all, as outlined in the 2030 Agenda. The organization operates with a strategic framework aimed at transforming agri-food systems to be more efficient, inclusive, resilient, and sustainable. The FAO's ultimate goals include improving production, nutrition, environmental health, and overall quality of life while ensuring that no one is left behind. The FAO is currently supporting the Government of the Republic of Marshall Islands (RMI) through a GEF-funded project focused on sustainable food systems and integrated land/seascape management, which aims to enhance food systems and land management across six atolls in the Marshall Islands, including Majuro, Kwajalein, Arrno, Wotje, Jaluit, and Ailinglaplap. This project is designed to integrate food system management into strategic planning, build capacity for spatial planning, and promote sustainable practices in resource management and food production.
Job Overview: The AdministrationFinance Specialist (AFS) will play a crucial role in supporting the implementation, monitoring, and evaluation of the FAO project in the Marshall Islands. Reporting to the National ProjectDirector and collaborating closely with various stakeholders, including the FAO Subregional Coordinator for the Pacific, the Lead Technical Officer, and the National Project Coordinator, the AFS will provide essential administrative and operational support to ensure the timely delivery of project outcomes. The AFS will be responsible for managing project budgets, coordinating operational arrangements, and ensuring compliance with FAO and GEF requirements. This position requires a proactive approach to problem-solving and effective communication with project partners and government agencies to facilitate smooth project operations.
Duties and Responsibilities: The AFS will be responsible for a wide range of tasks, including:
Administrative Management: Ensuring the smooth implementation of project activities in line with the results-based work plan and FAO/GEF requirements; coordinating operational arrangements with project partners; managing day-to-day project budget; preparing and submitting financial and administrative reports; executing personnel-related matters and procurement processes; representing the project in meetings; and identifying training needs for capacity building.
Finance Management: Monitoring project budgets, reviewing financial reports, assisting in budget revisions, providing orientation on financial management systems, and reporting on financial status and outcomes of project activities.
Collaboration: Working closely with various ministries and stakeholders to ensure effective project delivery and addressing any issues that may arise during project implementation.
Required Qualifications: Candidates must possess a university degree in Finance, Business Administration, or a related field. Additionally, they should have a minimum of three years of relevant experience in planning, project implementation, and management/administration of development programs. This includes experience in preparing and monitoring development projects and operational procedures. A working knowledge of English is required, and candidates must be nationals of the country.
Educational Background: A university degree in Finance, Business Administration, or a related field is mandatory for this position. The FAO only considers higher educational qualifications obtained from accredited institutions recognized in the World Higher Education Database (WHED).
Experience: Candidates should have at least three years of relevant experience in planning, project implementation, and management/administration of development programs. This experience should include the preparation and monitoring of development projects and operational procedures, demonstrating a solid understanding of project management principles and practices.
Languages: A working knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
