Job Overview:
The security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position involves providing direct supervision of guard forces at the Area Office and its facilities. The incumbent will report to the Chief Area Office (CAO) and receive technical guidance from the National Security Officer at the Field Security and Risk Management Office (FSRM). The role requires the development and implementation of security risk management processes and security plans, ensuring compliance with established security policies and guidelines. The Security Officer will manage access control procedures, conduct security assessments, and provide training and briefings to personnel. Additionally, the incumbent will maintain relationships with local authorities and monitor the security situation in the area, ensuring timely reporting of incidents and security issues to the CAO and NSO.

Duties and Responsibilities:
  • Assist the Chief of Area Office in developing and implementing the Security Risk Management (SRM) process and Security Plan, along with other security documents such as contingency and evacuation plans.
  • Develop and implement security policies, guidelines, and Standard Operating Procedures (SOPs) to ensure compliance by personnel and operations.
  • Manage security access control systems and conduct periodic assessments of premises to ensure effective guard force provisions.
  • Prepare and provide security briefings and training for personnel in the area of operation, overseeing the training and operational support of the guard force.
  • Advise on the acquisition and inventory control of security-related equipment.
  • Respond to security incidents, ensuring reports are completed and submitted on time, and inform the NSO of relevant incidents.
  • Advise personnel on their security responsibilities and maintain constructive relationships with local security authorities.
  • Monitor local security situations and provide regular updates to the CAO and NSO on emerging issues.
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a valid driving license and be willing to work beyond regular hours and respond to emergencies. A minimum of two years of experience in security is required, along with practical knowledge of the UN system and formal training in security measures. Candidates should demonstrate excellent communication and negotiation skills, sound judgment, and problem-solving abilities. Proficiency in Microsoft Office and report writing skills are also essential. Additionally, candidates must declare any affiliations that could impact their neutrality and independence in performing their duties for UNRWA.

Educational Background:
A first university degree from an accredited institution in fields such as security and risk management, political or social science, criminal justice, international relations, or business management is required for this position.

Experience:
At least two years of responsible and relevant work experience in security, disaster, or emergency settings is required. This experience should include security responsibilities in either the public or private sector, such as in corporate environments or with military organizations.

Languages:
English and Arabic are required for this position. According to the UN Language Framework, candidates must demonstrate proficiency at UN Level II for English and Level I for Arabic in reading, writing, listening, and speaking.

Additional Notes:
This position is a Fixed Term Appointment for one year, including a one-year probation period, with the possibility of extension based on performance and funding availability. The monthly basic salary is USD 1,259.40, payable in Jordanian Dinar at the UN monthly exchange rate. Additional benefits include a Provident Fund contribution, dependency allowances, 30 days of annual leave, compulsory medical insurance, sick leave, maternity leave, and paternity leave. The vacancy is open only to internal candidates residing in the West Bank or Jerusalem, and applicants must have authorization to work in the duty station.
