Duties and Responsibilities:
Conduct a contextual analysis of reintegration environments across the Far North, North-West, South-West, and East regions of Cameroon.
Map humanitarian actors, DDRR structures, protection actors, clusters, INGOs, and local authorities involved in the reintegration process.
Identify potential tension risks between returnees and IDPs, ex-associates, and host communities.
Document risk multipliers such as market saturation, insecurity, and social cohesion fatigue.
Analyze the intersection of individual reintegration (AVRR) with humanitarian aid and propose complementary roles between RRR and crisis-response actors.
Draft Conflict-Sensitive Reintegration Guidelines that include Do-No-Harm principles and recommendations for engaging community leaders and vulnerable groups.
Develop intervention pathways for reintegration in high-risk zones and urban displacement hubs.
Assess the feasibility of voluntary relocation for returnees from high-risk areas and draft a Relocation Options Note.
Engage with EU Member States to understand how Cameroonian asylum seekers frame crisis narratives in their claims and produce communication briefs to inform the RRR communication strategy. 1
Submit monthly progress updates and produce a consolidated final report summarizing analyses, guidelines, tools, and recommendations.
Required Qualifications: Candidates must possess either a high school diploma with seven years of relevant experience or a Bachelor’s degree in International Relations, Conflict Studies, Migration Studies, Humanitarian Affairs, Social Sciences, or a related field from an accredited institution with five years of relevant professional experience. A Master’s degree is considered an asset. Candidates should demonstrate strong analytical and context-assessment abilities, knowledge of humanitarian coordination systems, and the capacity to produce high-quality analytical reports and guidance notes. Excellent communication skills and the ability to work independently under tight deadlines are essential.
Educational Background: The educational requirements for this position include a high school diploma with extensive relevant experience or a Bachelor’s degree in a related field such as International Relations, Conflict Studies, Migration Studies, Humanitarian Affairs, or Social Sciences. A Master’s degree is preferred and may enhance a candidate's qualifications for the role. The educational background should provide a solid foundation in understanding the complexities of humanitarian response and reintegration programming in crisis-affected areas.
Experience: Candidates should have a minimum of five years of professional experience in humanitarian response, migration, AVRR, DDRR, protection, or stabilization programming. Strong experience in conducting conflict analyses or working in crisis-affected areas is crucial. Additionally, candidates should have experience in producing analytical reports, standard operating procedures (SOPs), or guidance notes that inform programming and policy decisions.
