Job Posting Organization:

Job Overview:
The IC System Integration Consultant will be responsible for analyzing current administrative procedures and proposing synchronization strategies to enhance interoperability between the Register of Administrative Procedures and the Catalogue of Procedures. This role is critical in supporting the Government of Serbia and the Office for IT and eGovernment in their efforts to strengthen national administrative registers and advance strategic priorities in e-government service delivery. The consultant will work closely with various stakeholders to identify gaps in current processes and recommend solutions that improve administrative efficiency. The assignment is expected to take place from January 2026 to March 2026, during which the consultant will conduct thorough assessments, engage with government officials, and develop actionable strategies that align with the government's digital transformation goals.

Duties and Responsibilities:
  • Conduct a comprehensive analysis of existing administrative procedures to identify inefficiencies and areas for improvement.
  • Develop synchronization strategies that facilitate interoperability between the Register of Administrative Procedures and the Catalogue of Procedures.
  • Collaborate with government officials and stakeholders to gather insights and feedback on current processes.
  • Prepare detailed reports outlining findings, recommendations, and proposed action plans.
  • Present findings to the Office for IT and eGovernment and other relevant stakeholders.
  • Assist in the implementation of proposed strategies and monitor progress towards achieving set objectives.
  • Provide training and support to government staff on new procedures and systems as needed.
  • Ensure that all recommendations align with national priorities and international best practices in e-government service delivery.

Required Qualifications:
  • Proven experience in system integration, particularly within governmental or public sector environments.
  • Strong understanding of administrative processes and e-government frameworks.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders, including government officials and technical teams.
  • Strong communication skills, both written and verbal, with the ability to present complex information clearly and concisely.
  • Familiarity with project management methodologies and tools.
  • Knowledge of current trends and technologies in e-government and digital transformation.

Educational Background:
A bachelor's degree in information technology, public administration, business administration, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset. Additional certifications in project management or system integration will be advantageous.

Experience:
A minimum of 5 years of relevant professional experience in system integration, public administration, or e-government projects is required. Experience working with governmental organizations or international development agencies is highly desirable. Proven track record of successfully managing similar assignments and delivering results within set timelines is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Serbian is an advantage and will facilitate better communication with local stakeholders. Additional language skills may be beneficial but are not required.

This position is for an individual contractor and is expected to be a short-term assignment from January 2026 to March 202
  • The consultant will work on a full-time basis during this period. The role may involve remote work, but the consultant is expected to engage with local stakeholders in Serbia as necessary. Compensation will be commensurate with experience and qualifications, and specific details will be discussed during the negotiation phase.
