Job Overview:
The Senior Evaluation Consultant for NSP 2024–2028 will be responsible for conducting an end-term evaluation of the National Strategic Plan (NSP) for HIV, focusing on various aspects such as relevance, coherence, effectiveness, efficiency, equity, rights, sustainability, and humanitarian adaptations. The consultant will analyze health system drivers, youth-heavy profiles, and non-consensual disclosure issues. The role involves synthesizing data on health service delivery, identifying geographic and population inequities, and proposing targeted interventions. The consultant will also co-develop a costed NSP for 2027–2030, which includes strategic priorities, governance, human rights approaches, and operational plans. This position requires a strong understanding of HIV programming and health systems, as well as the ability to produce high-quality strategic documents.

Duties and Responsibilities:
  • Conduct an end-term evaluation of NSP 2024–2028, focusing on various evaluation criteria such as relevance, coherence, effectiveness, efficiency, equity, rights, and sustainability.
  • Analyze health system data including HTC yield, ART coverage, viral load suppression, and other relevant health indicators.
  • Identify and address geographic and population inequities, legal barriers, and stigma/discrimination in health services.
  • Propose targeted rights-based interventions and confidentiality safeguards in health facilities.
  • Synthesize lessons learned and propose priority shifts for the next NSP cycle (2027–2030).
  • Co-develop a comprehensive, costed NSP for 2027–2030, including strategic priorities, delivery models, governance frameworks, and monitoring and evaluation plans.
  • Collaborate with stakeholders to ensure alignment with Global Fund cycles and health system enablers.

Required Qualifications:
Candidates must possess an advanced university degree (master’s or higher) in Public Health, Epidemiology, Health Policy, Health Systems, Global Health, or a closely related field. A minimum of 10 years of senior experience in HIV programs within fragile or humanitarian settings is required. Candidates should have a proven track record in leading national HIV Strategic Plan development and/or evaluations. Strong knowledge of the HIV cascade and differentiated programming for key populations is essential. Excellent written and spoken English is mandatory, with evidence of producing high-quality reports and strategic documents for health ministries and donors.

Educational Background:
An advanced university degree (master’s or higher) in relevant fields such as Public Health, Epidemiology, Health Policy, Health Systems, or Global Health is required for this position. This educational background is crucial for understanding the complexities of health systems and HIV programming.

Experience:
Candidates should have a minimum of 10 years of senior-level experience in HIV programs, particularly in fragile or humanitarian contexts. Experience in leading or co-leading the development of national HIV Strategic Plans and conducting evaluations is essential. Practical experience with health system enablers and data management systems is also required.

Languages:
Fluency in English is mandatory, both written and spoken. Additional languages may be beneficial but are not specified as mandatory for this position.
