The organization is involved in the socio-economic reintegration of returning migrants in Cameroon, particularly focusing on the agricultural and fisheries sectors, which are crucial for the country's economy. The organization operates under the framework of the RRR program funded by the European Union, aiming to create sustainable and market-oriented reintegration opportunities for migrants. It emphasizes the need for updated tools to understand local value chains and establish partnerships with various stakeholders.

Job Overview:
The consultant will be responsible for producing a detailed mapping of agricultural and fisheries value chains in Cameroon, specifically targeting opportunities for returning migrants. This role involves direct consultations and remote interviews to gather data and insights from various stakeholders, including government institutions, professional organizations, cooperatives, and training centers. The consultant will analyze existing strategies and develop methodologies to identify high-potential value chains, create visual maps, and establish structured partnership mechanisms to guide reintegration beneficiaries effectively.

Duties and Responsibilities:
The consultant's duties include analyzing the RRR Action Document and national strategies, conducting interviews with key stakeholders in Yaounde and remotely, diagnosing selected value chains, producing detailed visual maps of these chains, identifying economic opportunities for different beneficiary profiles, and developing partnership mechanisms with cooperatives and businesses. The consultant will also create a catalog of opportunities in agriculture and fisheries, present findings to the RRR program, and conduct training sessions for reintegration advisors. Performance indicators will be established to evaluate the success of the project, including the number of maps produced, opportunities identified, and partnerships established.

Required Qualifications:
Candidates must possess a Master's degree in agricultural economics, fisheries economics, rural development, agro-economics, or related fields. A minimum of 10 years of experience in agricultural and fisheries value chain analysis, cooperative development, economic integration of vulnerable populations, rural business development, and public-private partnerships is required. Experience in producing analytical and visual tools, conducting hybrid diagnostics, and a solid understanding of climate issues in agro-sylvo-pastoral and fisheries sectors are essential.

Educational Background:
A higher education degree (Master's) in relevant fields such as agricultural economics, fisheries economics, rural development, or agro-economics is mandatory for this position. This educational background is crucial for understanding the complexities of value chains and the socio-economic factors affecting reintegration.

Experience:
The position requires at least 10 years of relevant experience in areas such as value chain analysis, cooperative dynamics, economic integration of youth and vulnerable populations, rural business development, and public-private partnerships. Candidates should have a proven track record of working in similar contexts and producing effective analytical tools.

Languages:
Fluency in French is mandatory, given the location and target population. Proficiency in English would be advantageous but is not a strict requirement for this position.

Additional Notes:
The position is likely to be project-based with a defined contract duration, focusing on full-time engagement. The consultant will work both in-person in Yaounde and remotely, engaging with stakeholders across various regions. Compensation and benefits details are not specified in the job ad.
