Job Overview:
The Social Policy Officer NO-B position at UNICEF is crucial for providing technical support and assistance in all stages of social policy programming and advocacy. This role involves strategic planning, formulation, and delivery of sustainable results aimed at improving public policies that reduce child poverty, enhance social protection coverage, and ensure effective public investments in child-focused services. The officer will work closely with government and civil society partners, contributing to the advancement of child rights and the overall well-being of children in Moldova. Duties and Responsibilities:
  • Improve data on child poverty and vulnerability for policy action by supporting data collection, analysis, and presentation.
  • Strengthen social protection coverage and impact for children by developing policies and programs that focus on marginalized groups.
  • Improve the use of public financial resources for children through budget analysis and advocacy for equitable allocations.
  • Strengthen local government capacity to plan and monitor child-focused social services, ensuring community needs are met.
  • Enhance advocacy and partnerships for child-sensitive social policy by establishing effective collaborations with various stakeholders.
  • Manage and coordinate technical support around child poverty and social protection, ensuring timely implementation and risk management.

Required Qualifications:
Candidates must possess a university degree in Economics, Public Policy, Social Sciences, International Relations, Political Science, or a relevant technical field. A minimum of two years of relevant professional experience is required, along with fluency in Romanian and working knowledge of English. Desirable qualifications include experience in developing countries and familiarity with emergency contexts, as well as knowledge of Russian or another official UN language.

Educational Background:
A university degree in a relevant field such as Economics, Public Policy, Social Sciences, International Relations, or Political Science is required for this position. This educational background is essential for understanding the complexities of social policy and child rights advocacy.

Experience:
The position requires a minimum of two years of relevant professional experience, which should include work in social policy programming, advocacy, or related fields. Experience in developing countries is considered a strong asset, as is familiarity with emergency situations and child rights issues.

Languages:
Fluency in Romanian is mandatory, and a working knowledge of English is required. Knowledge of Russian or another official UN language is considered an asset and may enhance the candidate's qualifications for the role.
