Job Overview: The Reintegration Assistant – Telecom Partnerships & Digitalization will play a crucial role in supporting the digital transformation of the reintegration portfolio within the IOM. This position is particularly focused on ensuring that telecom partnerships, digital tools, and digital learning pathways are fully operational and accessible to beneficiaries and partners. The role involves working closely with Cameroon’s telecom regulator to negotiate partnerships with major mobile network operators to secure subsidized smartphones and affordable data packages. The assistant will oversee the distribution process for connectivity kits, manage stock, and ensure compliance with IOM supply chain procedures. Additionally, the role requires forecasting device and connectivity needs based on historical usage patterns and monitoring telecom service quality in priority regions. The assistant will also map active digital inclusion initiatives in Cameroon and design linkages between returnees and digital upskilling opportunities, ultimately aiming to create a high-impact, low-cost Reintegration Digitalization Roadmap that leverages existing national digital infrastructure.
Duties and Responsibilities: The duties and responsibilities of the Reintegration Assistant include negotiating practical partnerships with mobile network operators, overseeing the distribution process for connectivity kits, managing a consolidated database for IMEI and serial number registration, and ensuring compliance with IOM supply chain procedures. The assistant will forecast device and connectivity needs in coordination with the Supply Chain team, monitor telecom service quality, and address outages and performance issues. Additionally, the assistant will systematically map digital inclusion initiatives in Cameroon, design linkages between returnees and digital upskilling platforms, and create a phased rollout plan for the digitalization roadmap. The role also involves representing IOM in national digital working groups, leading coordination with various stakeholders, and producing visibility materials that highlight digital reintegration achievements while adhering to data protection standards.
Required Qualifications: Candidates must possess a Master’s or MBA degree in Telecommunications, Business, Economics, or a related field, along with at least seven years of progressive experience in the African telecom/ICT sector. This experience should include a minimum of two years in business development, regulatory affairs, or partnership roles. Full professional fluency in both French and English is required, as well as demonstrated experience in designing and managing collaborations with mobile network operators and digital service providers. Candidates should also have a proven ability to operationalize digital inclusion strategies and familiarity with EU-funded development projects focused on digital innovation and migration.
Educational Background: The educational background required for this position includes a Master’s or MBA degree in Telecommunications, Business, Economics, or a related field. This advanced degree is strongly preferred to ensure that candidates have the necessary theoretical and practical knowledge to succeed in the role.
Experience: A minimum of seven years of progressive professional experience is required, specifically in areas such as telecom partnerships, digital public goods, ICT for Development, and digital service delivery in low-resource or emerging-market settings. Candidates should have experience negotiating collaborations with mobile network operators and managing digital inclusion strategies, particularly in contexts similar to Cameroon.
Languages: Fluency in French is mandatory for this position, both oral and written. Additionally, a working knowledge of English is required to facilitate communication and collaboration with diverse stakeholders.
