Job Overview:
The Consultant will provide technical and coordination support for the design, implementation, monitoring, and knowledge management of training activities under the project 'Restoring and Strengthening the Preventive and Protective Services in response to Violence Against Women affected by the earthquakes in Türkiye (2024-2027)'. This role involves ensuring that all interventions are survivor-centered, trauma-informed, and responsive to institutional and service delivery needs. The Consultant will work closely with the UN Women Country Office, the Directorate General on the Status of Women, and other stakeholders to enhance the capacity of public personnel in violence against women and girls (VAWG) prevention and protection services. The position requires a strong understanding of gender issues, training methodologies, and the ability to coordinate effectively with various partners.

Duties and Responsibilities:
  • Provide Technical and Coordination Support for Training Design and Implementation: This includes developing training methodologies and curricula for MoFSS staff and relevant stakeholders, ensuring they are sensitive to the needs of women and girls. The Consultant will guide the development of survivor-centered training content and coordinate with partners to engage qualified trainers. They will oversee the rollout of training activities, track participant engagement, and evaluate knowledge transfer. Additionally, the Consultant will design and implement Training of Trainers (ToT) modules to ensure sustainability of capacity-building efforts.
  • Support Development and Revision of Knowledge Products and Tools: The Consultant will develop technical guidelines, manuals, and standard operating procedures to accompany training programs. They will review draft knowledge products for quality assurance and ensure they align with national and international standards.
  • Coordination, Monitoring, Knowledge Management, and Technical Support: This involves planning and facilitating inter-agency workshops and technical meetings related to EVAWG capacity development. The Consultant will collect and analyze training evaluation data to inform continuous improvement and document promising practices and challenges in service delivery. They will also contribute to donor and progress reporting with detailed inputs on training outcomes and lessons learned.

Required Qualifications:
The position requires a Master’s degree in gender studies, law, social work, psychology, public policy, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The Consultant must have at least 7 years of progressively responsible experience in EVAWG and women's protection services, with a strong track record in training and institutional capacity-building. Extensive experience in designing and implementing training programs for government institutions, shelters, or law enforcement is essential. Familiarity with survivor-centered, trauma-informed training methodologies is also an asset.

Educational Background:
Candidates must possess a Master’s degree in gender studies, law, social work, psychology, public policy, or a related field. Alternatively, a first-level university degree along with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding women's rights.

Experience:
The Consultant should have a minimum of 7 years of progressively responsible experience in the field of EVAWG and women's protection services. This experience should include a strong focus on training and institutional capacity-building, particularly within government institutions, shelters, or law enforcement agencies. Proven experience in monitoring and evaluating training outcomes is considered an asset, as is familiarity with survivor-centered and trauma-informed training methodologies.

Languages:
Fluency in English and Turkish is required for this position. This bilingual proficiency is essential for effective communication with stakeholders and for the development of training materials that cater to diverse audiences.

Additional Notes:
The contract duration is for 60 working days, to be completed within 12 months following the contract start date. This is a home-based assignment, with potential travel to earthquake-affected provinces as needed. UN Women Türkiye Office will cover travel organization and costs according to UN Women’s rules and regulations. The Consultant is required to complete all mandatory UN training courses and submit certificates to the supervisor. Payments will be made monthly based on approved deliverables.
