Job Overview:
The consultant will play a crucial role in the migration of the UNCTAD ASYCUDA system functionalities to a new digital platform tailored for the specific needs of transition economies. This position is home-based, allowing for flexibility while contributing to a significant project that aims to enhance the efficiency and effectiveness of customs operations in these regions. The consultant will be expected to ensure that the system is stable, functional, and meets the requirements of end-users, while also facilitating a smooth transition to the new platform.

Duties and Responsibilities:
The incumbent will undertake a variety of responsibilities under the supervision of the UNCTAD ASYCUDA Regional Coordinator for Central and Eastern Europe and Central Asia. Key duties include:
  • Stabilizing the system and refining its functionalities to ensure optimal performance.
  • Conducting final user acceptance testing (UAT), which involves preparing and executing necessary tasks to validate the system's readiness.
  • Coordinating Go-Live technical activities at the local team level to ensure a seamless transition.
  • Logging, tracking, and resolving all technical problems in a timely manner to minimize disruptions.
  • Optimizing the system post-Go-Live to enhance user experience and functionality.
  • Finalizing technical documentation and facilitating knowledge transfer to ensure that all stakeholders are equipped to use the system effectively.
  • Overseeing the system handover process and preparing final reporting tasks to document the project's outcomes.

Required Qualifications:
Candidates must possess a First university degree, specifically a Bachelor’s degree in information technology, computer science, engineering, mathematics, or a related field. Additionally, at least 7 years of progressively responsible work experience in the ICT sector, particularly in project management, is required. Experience in designing, developing, testing, and piloting complex ICT applications is also necessary. Furthermore, experience in providing IT services to government organizations related to import-export operations or working in the public sector is desirable, as is experience dealing with international ICT projects.

Educational Background:
The educational requirement for this position is a First university degree, which can be a Bachelor’s degree in fields such as information technology, computer science, engineering, mathematics, or any related area that provides the necessary technical foundation for the role.

Experience:
The position requires a minimum of 7 years of progressively responsible work experience in the ICT sector, with a strong emphasis on project management. Candidates should have a proven track record of working on complex ICT applications, including design, development, testing, and piloting phases. Experience in providing IT services to government organizations, particularly in the context of import-export operations, is highly desirable, as is experience with international ICT projects.

Languages:
Fluency in English, both written and oral, is mandatory for this position. This proficiency is essential for effective communication and collaboration within the international context of the United Nations and its various stakeholders.
