Job Overview: The consultancy aims to design and deliver a comprehensive training program for senior government officers, focusing on Artificial Intelligence (AI) concepts and applications in governance. The program will enhance understanding of AI's role in optimizing government processes, managing ethical and data governance concerns, and engaging with real-world public sector use cases. The training will include interactive exercises and case studies to ensure participants can critically evaluate AI proposals and identify opportunities for responsible adoption. A Training of Trainers (ToT) module will be included to build institutional sustainability, enabling selected government staff to replicate the training within their ministries and agencies. The consultancy will provide a practical, context-specific training package that strengthens executive decision-making on AI and supports long-term institutional capacity for digital transformation.
Duties and Responsibilities:
Conduct consultations with the supervisor and review relevant policies to design a detailed work plan and agenda.
Develop a curriculum and syllabus through a workshop focusing on AI fundamentals, public sector applications, ethics, data governance, and use cases.
Create training materials, including slides, multimedia resources, participant handbooks, and case study compendiums.
Deliver two 12-hour training programs for senior government officers, consisting of four consecutive days of training, plus a 6-hour ToT module.
Conduct pre- and post-training assessments to analyze participant learning outcomes.
Prepare a final training report summarizing delivery, outcomes, participant feedback, and recommendations for scaling.
Provide on-the-job advisory services to governments and UNICEF, supporting the development of AI governance strategies.
Required Qualifications:
PhD in Artificial Intelligence, Data Science, Statistics, Computer Science, Economics, or a related field; a Master's degree may be considered with an increased work experience requirement of 10 years.
At least 8 years of professional experience in applying AI, data science, or digital transformation in development or private international organizations.
Proven track record of designing and facilitating executive-level training programs, with evidence of successful outcomes.
Strong understanding of data governance, ethics, and responsible AI frameworks.
Experience in developing multimedia learning materials and utilizing Training of Trainers (ToT) approaches.
Excellent facilitation and communication skills, particularly with senior-level participants.
Up-to-date knowledge of AI applications across the data value chain.
Educational Background: Candidates must possess a PhD in a relevant field such as Artificial Intelligence, Data Science, Statistics, Computer Science, or Economics. A Master's degree may be acceptable if the candidate has extensive work experience, specifically 10 years in relevant roles.
Experience: The position requires a minimum of 8 years of professional experience in the application of AI, data science, or digital transformation within development or private international organizations. Candidates should have a portfolio demonstrating their ability to design and facilitate training programs for senior government officials, showcasing their expertise in translating complex AI concepts into accessible content for non-technical decision-makers.
Languages: Fluency in English (both oral and written) is mandatory. Proficiency in Hindi is considered an advantage, enhancing communication with local stakeholders and participants.
Additional Notes: The consultancy is expected to produce several deliverables, including an inception report, training syllabus, full training package, completed training sessions, and a final training report. The timeline for deliverables spans from January 2026 to June 202
