Job Overview:
The Finance Specialist position is crucial for ensuring high-quality financial management and compliance within the DRC Myanmar program and the Country Office. The role involves preparing timely and accurate financial reports for donors, managing project budgets, and ensuring adherence to DRC’s Operations Handbook and donor requirements. The Finance Specialist will also support the capacity building of finance staff, contribute to the development of country strategies, and provide technical guidance to ensure smooth financial operations and audit readiness. This position has a country focus, emphasizing the importance of strengthening internal controls, reporting systems, and budget planning in alignment with DRC procedures and donor expectations. The Finance Specialist will work closely with various stakeholders, including finance staff, area managers, and partners, to address financial challenges and ensure compliance with financial regulations.

Duties and Responsibilities:
The Finance Specialist will oversee the finance functions of the DRC Myanmar program and manage the financial operations of local partners. Key responsibilities include providing technical guidance and support to finance staff on donor reporting and compliance, delivering training initiatives, maintaining internal financial procedures, preparing and analyzing financial reports, coordinating with HQ Finance Controllers, and ensuring timely submission of donor reports. The role also involves managing partner financial compliance, conducting regular financial capacity building, ensuring adherence to statutory obligations, and providing monthly financial briefings to relevant stakeholders. Additionally, the Finance Specialist will assist in budget management, transfers and payments, data and system management, and support during audits, ensuring all required documents are prepared and available.

Required Qualifications:
Candidates must possess a university degree in accounting, finance, or audit, with a preference for those holding a certification such as CA, ACCA, or CPA. A minimum of three years of practical experience in financial management and donor reporting is required, along with proven experience in managing large-scale budgets. Candidates should be skilled in delivering technical guidance and training in financial management practices and have experience collaborating with national partners and local authorities. Familiarity with major donor regulations and reporting requirements is essential, as is advanced proficiency in Microsoft Excel and experience with financial management systems like Dynamics. Full professional proficiency in English is mandatory.

Educational Background:
The educational background required for this position includes a bachelor's or master's degree in accounting, finance, or audit. Additional certifications such as CA, ACCA, or CPA are highly advantageous and will distinguish candidates in the selection process. The educational qualifications should provide a strong foundation in financial principles, accounting practices, and regulatory compliance, which are critical for the effective performance of the Finance Specialist role.

Experience:
The position requires a minimum of three years of practical experience in financial management and donor reporting. Additional Notes:
The contract offered for this position is a DRC Regular contract, which includes a three-month probation period. The contract is renewable based on funding availability and performance. The salary and conditions will be in accordance with DRC’s Terms of Employment, and the position is classified within Employment Band G, which is a non-management level.
