Job Overview:
The Section Head position is a critical role within the Department of Technical Cooperation (TC) at the IAEA. This position is responsible for ensuring that the application of nuclear technologies aligns with the development goals of Member States. The Section Head will work under the supervision of the Regional Director and will be expected to lead a team in developing and implementing programs that respond to the specific needs and priorities of Member States. The role requires a combination of management skills, technical expertise, and the ability to engage in substantive policy dialogue with various stakeholders. The Section Head will also be responsible for ensuring that the programs adhere to quality management standards and a results-based approach, thereby contributing to the overall effectiveness of the IAEA's technical cooperation initiatives.

Duties and Responsibilities:
The duties and responsibilities of the Section Head include leading the development of Country Programme Frameworks and associated programs/projects in collaboration with Member State institutions and development partners. The Section Head will conduct substantive policy dialogues to ensure that Member State priorities are met, integrating innovative policies and strategies into programs/projects. Additionally, the Section Head will coordinate and guide program/project monitoring and assessments, adapting tools as necessary to ensure effective evaluation of project results. The role also involves acting as a focal point for cross-departmental issues, leading project implementation, and promoting capacity development within Member State institutions. The Section Head will engage in resource mobilization activities, build strategic partnerships, and manage the work of the Section, including preparing work plans and monitoring performance.

Required Qualifications:
Candidates must possess a Bachelor's Degree in management, social sciences, science and technology, or international relations, with a minimum of two years of relevant work experience considered in lieu of an advanced degree. A Master's Degree in the aforementioned fields is preferred. Candidates should have at least 10 years of experience in the development and management of technical cooperation programs, particularly in developing countries and technology fields. Proven experience in managing large teams and projects is essential, along with the ability to build cohesive teams and provide constructive feedback on performance. Knowledge of other official IAEA languages such as Arabic, Chinese, French, Russian, and Spanish is considered an asset.

Educational Background:
The educational background required for this position includes a Bachelor's Degree as a minimum, with a preference for candidates holding a Master's Degree in relevant fields such as management, social sciences, science and technology, or international relations. Additional qualifications in development studies are advantageous, as they provide a deeper understanding of the context in which the IAEA operates.

Experience:
The position requires a significant level of experience, specifically at least 10 years in the development and management of technical cooperation programs. Candidates should have a strong background in working with developing countries and in technology-related fields. Experience in the nuclear sector is considered an asset, as it aligns with the IAEA's mission and objectives. The ability to manage large teams and complex projects is crucial, as is the capacity to foster team development and achieve results.

Languages:
Proficiency in English is mandatory, as it is the working language of the IAEA. Knowledge of other official IAEA languages, including Arabic, Chinese, French, Russian, and Spanish, is highly desirable and can enhance a candidate's profile.
