Job Overview: The Programme Management Assistant plays a crucial role in supporting the planning and implementation of complex departmental programs and projects within the OHCHR. This position involves a variety of tasks, including research, data analysis, budget preparation, and monitoring of program/project proposals. The incumbent will assist in ensuring that all project documents are completed and submitted for approval, as well as help in the preparation and analysis of budget proposals. The role requires collaboration with program/project managers and various organizational units to facilitate effective program/project implementation. The assistant will also be responsible for drafting reports, maintaining databases, and providing guidance to junior staff, making it essential for the candidate to possess strong organizational and communication skills.
Duties and Responsibilities: The duties and responsibilities of the Programme Management Assistant include:
Assisting in the planning and implementation of departmental programs and projects.
Researching, compiling, analyzing, and summarizing information on specific programs and projects.
Coordinating program/project planning and preparation, monitoring the status of proposals, and ensuring timely submission of documents.
Preparing and analyzing budget proposals, interpreting budget guidelines, and reviewing submissions for completeness.
Monitoring and evaluating programs/projects, tracking data related to outputs and resources utilized, and preparing revised budget estimates.
Collaborating with program/project managers on performance reporting and ensuring compliance with reporting requirements.
Drafting program/project summaries and coordinating the review and clearance process for reports.
Serving as a focal point for coordination and monitoring of program/project implementation activities.
Maintaining and updating electronic and paper files, databases, and generating reports. 1
Drafting correspondence related to program/project administration and providing guidance to new staff. 1
Performing other duties as assigned.
Required Qualifications: Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred, which may reduce the required years of experience. The position requires a minimum of seven years of experience in program or project administration, technical cooperation, or a related area. Candidates with a first-level university degree may qualify with five years of experience. Experience in data analytics or related areas, as well as familiarity with Enterprise Resource Planning (ERP) systems like Umoja, is desirable. Additionally, candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a diverse environment.
Educational Background: The educational background required for this position includes a high school diploma or equivalent. However, candidates with a first-level university degree or higher are preferred, as this may reduce the required years of relevant experience. The educational qualifications should ideally align with the responsibilities of program/project administration and management.
Experience: The position requires a minimum of seven years of relevant experience in program or project administration, technical cooperation, or a related area. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to five years. Experience in data analytics or related fields is considered desirable, as is familiarity with the United Nations common system or similar international organizations. Additionally, experience with ERP systems such as Umoja is advantageous.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of proficiency specified as UN Level III for reading, writing, listening, and speaking. Knowledge of French is considered an asset but is not mandatory for this role.
Additional Notes: This position is temporarily available for six months, with the possibility of extension depending on the availability of funds. It is subject to local recruitment, meaning that applicants must be authorized to work for the United Nations in Vienna. Candidates selected from outside the duty station will be responsible for their relocation expenses. Staff members recruited locally are not eligible for allowances or benefits exclusive to international recruitment. The position may be limited to internal candidates or those who have been recruited through a competitive examination.
