Job Overview:
The Head of Support Service position is a critical role within DRC's country office in Venezuela, focusing on ensuring compliance with DRC procedures and guidelines. The individual in this role will contribute to the development of country strategies, translating them into actionable plans and daily tasks. This position is operationally and strategically responsible for overseeing Finance, Human Resources, Logistics, and Procurement. The Head of Support Service will provide technical guidance to country operations, ensuring that support areas are effectively managed and aligned with organizational priorities. This role is essential for supporting DRC's emergency response efforts and facilitating durable solutions for vulnerable populations in Venezuela.

Duties and Responsibilities:
  • Management: Lead and manage support managers, focusing on people planning, performance, well-being, and development. Deliver and report on current operations program support within the geographic scope. Establish high-performing support teams and ensure high-quality approaches are maintained. Develop and improve operational approaches, compliance, and systems, supporting the director" style="border-bottom: 1px dotted #007bff !important;">Country Director in building effective interventions. Responsible for the strategic development, management, and implementation of support operations. Ensure appropriate technical support is available to programs in line with organizational priorities. Support annual planning and review processes. Ensure compliance with DRC’s support function guidelines.
  • Operational Management: Support the Country Director and senior management in liaising with donors and authorities regarding compliance, registration, and audits. Oversee operational support units, providing strategic leadership and technical support. Conduct supervision, audits, and implement corrective actions related to DRC’s operational standards. Ensure DRC maintains its operational capacity for rapid emergency response, particularly in procurement and transport systems. Develop a risk management plan identifying major financial and operational risks and implement mitigation strategies. Ensure accuracy and maintenance of administrative and legal-related systems. Build the capacity of operational support staff through training and mentoring.
  • DRC Dynamics ERP System: Ensure proper use of ERP functionality by relevant staff. Utilize reports and data analytics from DRC Dynamics to enhance overall performance. Act as a heavy user for project and finance functionalities.
  • Wellbeing and Safety: Monitor the effectiveness of wellbeing and safety processes in operations. Ensure compliance with wellbeing and safety requirements in operational offices. Participate in developing action plans for workforce wellbeing and identify unsafe actions or conditions in workplaces.

Required Qualifications:
  • At least 7 years of experience in a relevant field, with a minimum of 4 years in people management.
  • Experience in a similar role within an international NGO.
  • Proven leadership skills and competence in managing teams.
  • Demonstrated operational management experience, particularly in conflict areas.
  • Significant experience in financial, information, and systems management.
  • Extensive experience in procurement and tender processes.
  • Understanding of institutional fundraising and the cultural context of the countries where DRC operates.
  • Familiarity with ERP systems, including supply chain, finance, and HR systems.

Educational Background:
A Master’s degree in political science, international development, economics, or a related field is required for this position. This educational background is essential to understand the complexities of humanitarian work and the socio-economic factors affecting vulnerable populations.

Experience:
Candidates must possess at least 7 years of relevant experience, with a strong emphasis on leadership and people management. A minimum of 4 years in a managerial role within an international NGO is required, demonstrating the ability to lead teams effectively in challenging environments. Experience in operational management, particularly in conflict zones, is crucial, along with a solid understanding of financial and procurement processes.

Languages:
Fluency in Spanish is essential, as is fluency in English. These language skills are critical for effective communication within the organization and with external stakeholders, ensuring that the Head of Support Service can engage with diverse populations and partners.

The position is based in Caracas, Venezuela, with a contract length of 6 months or 1 year, renewable based on funding and performance.
