Job Overview:
The Procurement Associate position is a vital role within the Private Sector Partnerships (PSP) Service of the UNHCR's Division of External Relations (DER). This role is primarily focused on providing comprehensive administrative, documentation, and coordination support for procurement actions related to private sector fundraising efforts. The incumbent will work under the direct supervision of the Associate Procurement Officer and will be responsible for managing procurement actions that exceed the non-formal tender threshold of USD 5,00
  • The position requires a strong understanding of procurement processes and compliance, as well as the ability to maintain accurate records and facilitate timely decision-making. The Procurement Associate will play a key role in ensuring that procurement actions are executed efficiently and in accordance with UNHCR policies and procedures, thereby contributing to the overall effectiveness of the organization's fundraising operations.

Duties and Responsibilities:
The Procurement Associate will have a diverse set of responsibilities, including acting as the first point of contact for PSP PRA submissions, validating the completeness of documentation against established checklists, and coordinating necessary corrections with submitting offices. The incumbent will compile review packages that include Terms of Reference, solicitation documents, evaluation reports, and waiver justifications, and will route these for review and approval. Additionally, the Procurement Associate will maintain the PSP PRA pipeline, registering new cases, updating statuses, and monitoring service level agreements (SLAs). The role also involves drafting minutes of discussions, supporting solicitation administration for various procurement methods, and coordinating contract administration steps post-approval. The Procurement Associate will standardize and maintain PSP-specific templates and checklists, generate monthly dashboards on case volumes and cycle times, and liaise with various stakeholders to ensure smooth and timely routing of cases.

Required Qualifications:
Candidates for the Procurement Associate position must possess a strong attention to detail and document control discipline, along with excellent organizational and time-management skills. Clear written and verbal communication abilities are essential, as the role involves drafting minutes and summarizing decisions. A service-oriented mindset and the ability to work collaboratively with multiple stakeholders are also important. Integrity, confidentiality, and impartiality in handling procurement information are critical attributes for this position. Fluency in English is required, and knowledge of another UN language is considered an asset.

Educational Background:
The educational requirements for the Procurement Associate position include the completion of secondary education as a minimum. However, a university degree in Supply Chain, Procurement, Business Administration, or a related field is highly desirable and considered an asset. Relevant professional training or certification, such as CIPS Level 2 or 3, is also advantageous for candidates applying for this role.

Experience:
The position requires a minimum of three years of relevant experience for candidates with secondary education, or two years of experience for those holding a Bachelor's degree. This experience should be in procurement, supply chain management, finance, administration, or related functions within international organizations, the public sector, or large non-governmental organizations (NGOs). Candidates should have experience supporting competitive solicitations, waiver documentation, evaluation reports, and contract administration. Hands-on experience with SharePoint, Excel (including pivot tables), and ERP/e-procurement tools is highly desirable.

Languages:
Fluency in English is mandatory for this position. Additionally, having a working knowledge of another UN language is considered beneficial and may enhance a candidate's application.
