Job Overview: The Monitoring and Evaluation Officer will play a crucial role in supporting the monitoring and evaluation requirements of the MHPSS project, which aims to enhance the psychosocial well-being of international protection seekers in Ireland. This position involves developing and implementing monitoring frameworks for current and future MHPSS projects, ensuring alignment with IOM's institutional guidelines. The officer will analyze donor reporting requirements to facilitate accurate data collection and will compile, summarize, and present information for internal and external reports. The role also includes drafting status reports to support effective project implementation and assisting with administrative tasks related to the project. The incumbent will work closely with regional teams to ensure day-to-day operations adhere to project SOPs and will contribute to the broader M&E activities of the Mission. Confidentiality and integrity in handling project-related matters are paramount, as is the ability to mitigate fraud or misuse of project resources.
Duties and Responsibilities:
Develop and implement monitoring frameworks for MHPSS projects.
Review project SOPs and contribute to project development in line with IOM guidelines.
Analyze donor reporting requirements to support accurate data collection.
Compile, summarize, and present information for internal and external reports.
Draft status reports to support effective project implementation.
Assist with administrative requirements of the project, coordinating with regional teams.
Support M&E activities of existing projects and provide input into project development.
Maintain confidentiality of project-related matters.
Support measures to mitigate fraud or misuse of project resources. 1
Perform any other duties as assigned.
Required Qualifications:
High school diploma with six years of relevant professional experience; or a Bachelor’s degree in Political or Social Sciences, Development, Law, International Relations, or similar fields with four years of relevant professional experience.
Experience supporting monitoring and evaluation activities.
Demonstrated ability to maintain accuracy and confidentiality.
Strong work ethic and ability to follow procedures.
Ability to collaborate effectively in a multi-cultural environment.
Ability to work independently and within a team.
Previous experience in an international organization or NGO is an advantage.
Educational Background: Candidates must possess either a high school diploma with six years of relevant experience or a Bachelor’s degree in a relevant field from an accredited institution, with four years of relevant professional experience. Accredited institutions are those listed in the UNESCO World Higher Education Database.
Experience: Candidates should have experience in supporting monitoring and evaluation activities, with a demonstrated ability to maintain accuracy and confidentiality in their work. A strong work ethic, the ability to follow procedures, and effective collaboration skills in a multi-cultural environment are essential. Previous work experience in an international organization or non-governmental organization is considered an advantage.
Languages: Fluency in English is required, both oral and written. A working knowledge of any UN languages is an advantage, as IOM's official languages include English, French, and Spanish. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Ireland will be considered. The appointment is contingent upon funding confirmation and medical fitness certification. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for 24 months.
