Job Overview:
The Project Manager will play a crucial role in leading a new initiative aimed at protecting and equipping Ukraine's energy workforce amidst the ongoing challenges posed by war-related damage. This position involves overseeing the implementation of a project funded by the Government of the Netherlands, which focuses on addressing the urgent occupational safety and health (OSH) risks faced by energy workers. The Project Manager will be responsible for ensuring that project activities align with ILO policies and the Safety + Health for All Flagship Programme strategy. This includes managing project funds, coordinating with various stakeholders, and providing technical leadership in OSH. The role requires a proactive approach to project management, ensuring effective planning, monitoring, and evaluation of project activities while fostering collaboration among tripartite constituents in Ukraine.

Duties and Responsibilities:
The Project Manager will be tasked with several key responsibilities, including:
  • Ensuring effective coordination and planning of project activities in accordance with ILO policies and guidelines.
  • Managing project funds efficiently and ensuring compliance with financial procedures.
  • Overseeing the recruitment and performance management of project staff and consultants.
  • Providing technical advice on occupational safety and health to project teams and stakeholders.
  • Promoting ILO policies and standards in collaboration with relevant specialists.
  • Strengthening partnerships with government ministries, employers' and workers' organizations, and other stakeholders.
  • Driving the project's communication and visibility strategy.
  • Analyzing data from the Monitoring & Evaluation framework to assess project effectiveness.
  • Identifying training needs and organizing workshops for stakeholders. 1
  • Representing the project at meetings and building strategic partnerships.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in occupational safety and health, engineering, economics, social sciences, business management, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) combined with two additional years of relevant experience will be accepted. The role requires a strong understanding of project management principles and practices, particularly in the context of technical cooperation activities.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as occupational safety and health, engineering, economics, social sciences, or business management. A first-level university degree may be accepted if accompanied by sufficient relevant experience, demonstrating the candidate's capability to fulfill the role's responsibilities effectively.

Experience:
Candidates should have at least seven years of experience in managing technical cooperation activities, with a minimum of three years at the international level. This experience should include a leadership role in project implementation, particularly in areas related to occupational safety and health, emergency preparedness, or security" style="border-bottom: 1px dotted #007bff !important;">security management. Proven management experience with the ILO or a UN agency is preferred, along with a solid understanding of the project cycle, including design, implementation, monitoring, and evaluation.

Languages:
Excellent command of English is mandatory for this position. Knowledge of Ukrainian is considered a plus, as it would facilitate communication with local stakeholders and enhance project effectiveness.

The position offers a one-year fixed-term contract, subject to the availability of funds and satisfactory performance.
