Job Overview: The Consultant for Housing Policy will play a crucial role in supporting IOM Ukraine's initiatives aimed at improving housing conditions for vulnerable populations, particularly internally displaced persons (IDPs) and local residents. This position involves working closely with key stakeholders, including government bodies and international organizations, to finalize and advocate for the adoption of the draft law 'On the Basic Principles of Housing Policy.' The consultant will be responsible for analyzing stakeholder feedback, preparing proposals, and ensuring that the draft law aligns with European best practices. The role requires a deep understanding of housing policy, legislative processes, and the socio-economic context of Ukraine, as well as the ability to engage effectively with various stakeholders to facilitate the successful implementation of housing reforms.
Duties and Responsibilities: The consultant will be tasked with establishing and maintaining relationships with key stakeholders, including the Verkhovna Rada of Ukraine and the Ministry of Development of Communities and Territories. Specific duties include summarizing stakeholder comments on the draft law, analyzing conclusions from relevant committees, providing technical support for legislative drafting, and assisting in the development of amendments. The consultant will also participate in discussions with representatives from the European Commission and international banks, consult on legislative consistency, analyze risks associated with the draft law, and prepare reports on task implementation. Additionally, the consultant will contribute to the development of assessments and project proposals, ensuring that all activities align with IOM's objectives and the needs of vulnerable populations.
Required Qualifications: Candidates must possess a Bachelor’s degree or equivalent in Public Administration, Law, or related fields, along with at least three years of relevant professional experience. A strong background in developing and supporting legislative acts, government resolutions, and regulatory documents is essential. Experience in liaising with governmental authorities and international organizations is required, as well as familiarity with issues affecting migrants, refugees, and other vulnerable groups. Prior work experience with international humanitarian organizations or in a multi-cultural setting is considered an advantage.
Educational Background: The position requires a Bachelor’s degree or equivalent in a relevant field such as Public Administration or Law. This educational background is essential for understanding the complexities of housing policy and legislative processes, as well as for effectively engaging with various stakeholders involved in the development and implementation of housing legislation.
Experience: Candidates should have a minimum of three years of relevant professional experience, particularly in areas related to legislative development, government policy, and stakeholder engagement. Experience working with vulnerable populations, including migrants and IDPs, is highly valued, as is familiarity with the operations of international organizations and governmental institutions.
Languages: Fluency in Ukrainian and English is mandatory, as these languages are essential for effective communication with stakeholders and for understanding legislative documents. Knowledge of additional languages may be considered an asset, particularly if they are relevant to the populations served by IOM.
Additional Notes: This position is categorized as a Category A Consultant role, requiring a commitment of 40 hours per week, Monday to Friday. The consultant will not be required to travel. Performance indicators for this role include the number of meetings held with stakeholders, the number of amendments submitted for the draft law, and the number of reports prepared on task implementation. The consultant will work closely with IOM's Housing Unit and will be expected to contribute significantly to the successful finalization of the housing policy draft law.
