Job Overview:
The National Mid-Level Consultant will play a crucial role in facilitating the execution of the 'PAF24Q2-RMI-UNEP-014' initiative, which is funded by the NDC Partnership Action Fund (PAF). This project aims to enhance the updated Nationally Determined Contributions (NDC 3.0) of the Marshall Islands, develop climate finance frameworks, and implement policies for low-carbon, climate-resilient development. The consultant will ensure that project outputs align with national priorities and will coordinate effectively with UNEP-CCC, government ministries, and stakeholders. The consultant's responsibilities will include conducting community awareness visits, facilitating capacity-building training sessions, and engaging with various stakeholders to promote the objectives of the project. The consultant will also be responsible for data collection and generating reports that evaluate the project's impact and effectiveness.

Duties and Responsibilities:
The consultant will be responsible for a range of activities, including but not limited to: leading the development of a multi-stakeholder Launch and Awareness Strategy and Workplan, drafting a communications plan, providing technical input for the national NDC 3.0 launch event, overseeing the production of awareness materials, coordinating community awareness visits, conducting a desktop review of the Development Assistance Policy, facilitating consultations with the Climate Finance Task Force, delivering training on climate finance, and drafting a resource mobilization strategy. The consultant will also be expected to document stakeholder feedback, prepare consultation reports, and ensure the timely delivery of all project outputs. Performance indicators will include the quality of data collection, stakeholder engagement effectiveness, timeliness of deliverables, clarity of reports, and the impact of capacity-building activities.

Required Qualifications:
Candidates must possess a Bachelor's degree in finance, economics, environmental policy, or a related field, with a Master's degree preferred. A minimum of 7 years of experience in development project implementation is required for candidates with a Bachelor's degree, while those with a Master's degree must have at least 5 years of relevant experience. Proven experience in public sector engagement or working with Small Island Developing States (SIDS) is essential, along with experience in climate policy, climate finance, or NDCs. Familiarity with the context and institutions of the Marshall Islands is desirable.

Educational Background:
The educational background required for this position includes a Bachelor's degree in finance, economics, environmental policy, or a related field as a minimum requirement. A Master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in climate finance and policy implementation.

Experience:
The position requires significant experience in development project implementation, with a minimum of 7 years for those holding a Bachelor's degree and at least 5 years for those with a Master's degree. Candidates should have a strong background in public sector engagement, particularly in the context of climate policy and finance, and should demonstrate a proven track record of working effectively with stakeholders in the field of climate change.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the United Nations and for project documentation. Proficiency in Marshallese is considered desirable, as it would facilitate better engagement with local stakeholders and enhance the effectiveness of community awareness initiatives.

Additional Notes:
The consultancy is a full-time position with an expected duration of 12 months. The consultant will be based in Majuro, Marshall Islands, and will be required to conduct local travel for community site visits.
