Job Overview: The Humanitarian Access and Safety Technical Officer plays a crucial role in ensuring the safety and accessibility of humanitarian operations in challenging environments. This position involves working closely with the Area Manager and the HAS Manager to develop and implement strategies that enhance the safety of staff and beneficiaries. The officer will be responsible for conducting risk assessments, developing safety protocols, and providing training to staff on safety measures. The role requires a proactive approach to identifying potential threats and implementing effective solutions to mitigate risks. The officer will also engage with local authorities and communities to facilitate safe access to humanitarian assistance, ensuring that the needs of vulnerable populations are met in a timely and effective manner. This position demands a strong commitment to safeguarding principles and the ability to work collaboratively with diverse teams in high-pressure situations.
Duties and Responsibilities:
Conduct regular risk assessments to identify potential threats to staff and beneficiaries in the field.
Develop and implement safety protocols and guidelines to ensure the security" style="border-bottom: 1px dotted #007bff !important;">security of humanitarian operations.
Liaise with local authorities, community leaders, and other stakeholders to facilitate safe access to humanitarian assistance.
Monitor and evaluate the effectiveness of safety measures and make recommendations for improvements.
Prepare and maintain accurate documentation related to safety incidents and risk assessments.
Collaborate with other humanitarian organizations to share best practices and enhance collective safety efforts.
Participate in security coordination meetings and contribute to the development of a coordinated response to security challenges.
Ensure compliance with NRC's safeguarding policies and promote a culture of respect and accountability within the organization.
Required Qualifications:
Proven experience in safety and security management, preferably in a humanitarian context.
Strong understanding of risk assessment methodologies and safety protocols.
Excellent communication and interpersonal skills, with the ability to work effectively with diverse teams and stakeholders.
Ability to remain calm and make sound decisions under pressure.
Strong analytical and problem-solving skills.
Familiarity with humanitarian principles and the operational context in which NRC operates.
Educational Background: A bachelor's degree in a relevant field such as international relations, security studies, or a related discipline is required. Additional certifications in safety and security management are highly desirable.
Experience: A minimum of 3-5 years of relevant experience in safety and security management, preferably in a humanitarian or development context. Experience working in conflict-affected areas is an advantage.
Languages: Fluency in English is mandatory. Proficiency in local languages spoken in the area of operation is highly desirable, as it facilitates communication with local communities and stakeholders.
