Job Overview:
The Project Technical Officer will play a crucial role in the ILO Country Office in India, specifically within the framework of the development cooperation project titled 'Promoting safe employment pathways and fair recruitment practices project.' This project is supported by Immigration, Refugees, and Citizenship Canada (IRCC) and aims to enhance regular migration pathways and strengthen national migration policies. The officer will be responsible for providing direct technical support to ensure the project's objectives are met, which include developing policy measures, tools, and institutional capacity for skills comparability and recognition. The role requires collaboration with various stakeholders, including government bodies and private sectors, to promote fair recruitment practices and facilitate dialogue between India and Canada. The Project Technical Officer will also be expected to contribute to the ILO's Decent Work Agenda and ensure that gender equality and non-discrimination are integrated into all project activities.

Duties and Responsibilities:
  • Guide and provide substantive technical inputs to project design, planning, implementation, monitoring, and evaluation of project activities. Ensure conformity with ILO policies and project strategies.
  • Monitor and backstop the day-to-day implementation of project activities, identifying problems and proposing solutions in collaboration with the project team and stakeholders.
  • Conduct research and integrate technical inputs for analyses, reports, and publications related to the project.
  • Ensure the delivery of high-quality technical documents and tools developed by the project, including proper documentation and dissemination of knowledge products.
  • Work closely with the national project coordinator to develop capacity-building materials and facilitate training and awareness-raising activities.
  • Coordinate and promote linkages with other ILO projects and external stakeholders, sharing best practices and lessons learned.
  • Promote ILO standards regarding labor migration and fair recruitment, ensuring alignment with national policies.
  • Maintain liaison with governments, workers' and employers' organizations, and UN/non-governmental organizations.
  • Collaborate with project donors and draft proposals for funding as required. 1

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in fields such as migration studies, labor economics, public administration, or labor law. Alternatively, a first-level university degree (Bachelor's or equivalent) in a relevant field, combined with two additional years of relevant experience, will be accepted. Candidates should demonstrate a strong understanding of labor migration and employment policy, as well as experience in project management and implementation.

Educational Background:
An advanced university degree (Master's or equivalent) in migration studies, labor economics, business or public administration, public and/or employment policy, labor law, or a related field is required. A first-level university degree (Bachelor's or equivalent) in one of the aforementioned fields, along with two additional years of relevant experience, may be accepted in lieu of an advanced degree.

Experience:
At least five years of relevant professional experience at the international level in labor migration, skills development, and/or employment policy is required. Proven experience in project management and effective collaboration with government bodies and development partners is essential. Familiarity with ILO policies and procedures, particularly in relation to labor ministries, migration, and education, is advantageous.

Languages:
Excellent knowledge of English is mandatory. A working knowledge of another UN language is considered an asset, enhancing the candidate's ability to communicate effectively in a multilingual environment.

The position is a fixed-term contract for a duration of 13 months, with the possibility of extension based on funding availability and performance.
