Job Overview:
The National ICT Officer will play a crucial role in supervising and coordinating the Information Technology and Communications (ICT) operations within the Country Office (CO). This position requires a proactive approach to ensure that ICT services are delivered efficiently and effectively, in alignment with IOM’s ICT Strategy and policies. The officer will be responsible for facilitating collaboration between the CO management, unit heads, and field operations to provide timely ICT solutions. This role also involves serving as the primary contact for ICT business relationships with various stakeholders, including government bodies, UN agencies, and ICT service providers. The officer will provide technical support, train staff, and prepare the ICT unit for strategic initiatives, ensuring that all operations are compliant with IOM’s global standards and policies.

Duties and Responsibilities:
  • Supervise and coordinate the ICT operations in the Country Office, ensuring timely and accurate responses to requirements.
  • Allocate resources efficiently in alignment with IOM’s ICT Strategy.
  • Facilitate ongoing interaction with country office management and unit heads to provide appropriate ICT solutions.
  • Serve as the main contact for ICT business relationships with various entities, including IOM programs and government bodies.
  • Provide technical support for ICT services and train staff for strategic initiatives.
  • Prepare and maintain ICT documents, including standard operating procedures and disaster recovery plans.
  • Monitor service delivery and efficiency, ensuring adherence to IOM global ICT SOPs.
  • Participate in service improvement assessments and recommend enhancements.
  • Liaise with the supply chain unit for ICT service provision and procurement. 1
  • Collaborate with the ICT security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Information Security Unit to implement security controls and compliance measures. 1
  • Represent the country office in UN ICT working groups and inter-agency discussions. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
  • Bachelor’s degree in Computer Engineering, Computer Science, Information Management, Information Technology, or a related field from an accredited institution, with two years of relevant professional experience; or a Master’s degree in the aforementioned fields.
  • Certification in Cisco Certified Network Associates (CCNA), Microsoft Azure certifications, Microsoft Certified System Administrator (MCSA), Microsoft Certified Database Administrator (MCDBA), or Microsoft Certified System Engineer (MCSE) is a distinct advantage.
  • Experience working in a collaborative team environment and engaging with stakeholders to understand business needs.
  • Experience in planning, designing, developing, implementing, or maintaining computer information systems.
  • Experience in managing and implementing networks and maintaining security controls.

Educational Background:
Candidates must possess a Bachelor’s degree in a relevant field such as Computer Engineering, Computer Science, Information Management, or Information Technology from an accredited academic institution. A Master’s degree in these fields is preferred. Additionally, certifications in relevant areas such as CCNA, MCSA, MCDBA, or MCSE are considered advantageous. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have a minimum of two years of relevant professional experience in the ICT field. This includes experience in a collaborative team environment, engaging with stakeholders to understand their needs, and providing technical solutions. Experience in the planning, design, development, implementation, or maintenance of computer information systems is essential, as is experience in managing networks and implementing security controls. Familiarity with responding to and recovering from cybersecurity incidents is also required.

Languages:
Fluency in English and Arabic is mandatory for this position, both oral and written. Proficiency in additional languages such as French or Spanish is desirable but not required. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation and may be used to staff similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and government authorizations where applicable. IOM has a zero-tolerance policy regarding conduct incompatible with the aims and objectives of the United Nations and IOM, including sexual exploitation and abuse, harassment, and discrimination.
