Job Overview: The Junior Expert position is focused on supporting the implementation of Greece's National Strategy for the Rights of People with Disabilities for the period 2024-203
This role involves working closely with the UNESCO Project team and the Greek authorities to enhance the efficiency and effectiveness of the Coordinating Mechanism established under Law 4488/201
The Junior Expert will contribute to various tasks, including preparing reports with recommendations for improving governance models, developing FAQs on disability legislation, and creating a stakeholder engagement strategy. The position requires a proactive approach to capacity building and stakeholder collaboration, ensuring that the Greek authorities are equipped with the necessary tools and strategies to implement the National Strategy effectively. The Junior Expert will also assist in administrative operations and communication efforts, ensuring that all outputs are delivered in both English and Greek.
Duties and Responsibilities: The Junior Expert will undertake a variety of tasks, including: 1) Contributing to the preparation of a report with recommendations for improving the governance operating model of the Coordinating Mechanism, including conducting background analysis and organizing consultation dialogues. 2) Assisting in the preparation of FAQs on disability-related legislation, facilitating stakeholder feedback, and drafting a user-friendly FAQ section. 3) Supporting the development of a reporting framework proposal, including creating reporting templates and reviewing specifications for an IT system. 4) Contributing to capacity building efforts by organizing webinars and developing training materials on disability mainstreaming. 5) Preparing a stakeholder engagement strategy report to improve collaboration among stakeholders. 6) Assisting in regular liaison with the Project team at UNESCO Headquarters, providing administrative support and reporting on in-country operations. 7) Managing day-to-day communications and conducting informal translations as needed. The Junior Expert will ensure that all deliverables are met within the specified timelines and in the required languages.
Required Qualifications: Candidates must possess an advanced university degree (master’s degree or equivalent) in public policy, social policy, public administration, or governance, with a specialization in disability being desirable. Additionally, candidates should have a strong understanding of disability policy and governance, as well as experience in capacity building and stakeholder analysis. A proven track record of at least three years in relevant fields is essential, along with demonstrated experience in conducting consultations and working with public administration, particularly in Greece.
Educational Background: The position requires an advanced university degree, such as a master's degree or equivalent, in fields related to public policy, social policy, public administration, or governance. A specialization in disability issues is considered an asset, as it aligns with the focus of the role on improving the lives of persons with disabilities through effective policy implementation.
Experience: Candidates should have a minimum of three years of professional experience in areas related to disability policy, governance, and capacity building. Experience in conducting stakeholder analysis and consultations is crucial, as is familiarity with the Greek public administration system. Previous work experience in similar roles or projects will be advantageous and will demonstrate the candidate's ability to contribute effectively to the objectives of the position.
Languages: Fluency in English and Greek is mandatory, as the role requires the delivery of outputs in both languages. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with diverse stakeholders involved in the project.
