In Zimbabwe, UNDP is currently implementing a five-year Country Programme Document (CPD) for 2022-2026, which emphasizes capacity building, policy support, and citizen engagement in democratic processes.

Job Overview:
The National Resilience Platform Officer UNV will play a crucial role in supporting the establishment and operationalization of the National Resilience Platform (NRP) in Zimbabwe. This position involves working closely with the ZRBF Project Coordinator and various stakeholders, including government entities, UN agencies, and NGOs. The officer will assist in drafting operational frameworks, coordinating meetings, and facilitating stakeholder consultations to ensure effective collaboration and knowledge sharing. The role also includes developing a knowledge management system, supporting capacity development activities, and monitoring platform activities to ensure that objectives are met. The officer will be expected to engage actively in promoting resilience-building initiatives and enhancing the overall effectiveness of the platform.

Duties and Responsibilities:
  • Platform Establishment Support: Assist in drafting the operational framework and standard operating procedures (SOPs) for the National Resilience Platform. Support the development of a governance structure, including roles and responsibilities of key stakeholders. Facilitate stakeholder consultations to define priorities, modalities, and operational arrangements.
  • Coordination and Operationalization: Support the Ministry of Lands, Agriculture, Fisheries and Rural Development in coordinating meetings, workshops, and consultations related to the platform. Develop and maintain schedules, action plans, and progress trackers for platform activities. Facilitate communication between government entities, UN agencies, NGOs, and other partners to enhance engagement in the National Resilience Platform work.
  • Knowledge Management and Information Sharing: Assist in designing a knowledge management system to capture lessons, best practices, and data related to resilience initiatives. Support strengthening climate data collection, coordination of scientific research, and integration of climate information in resilience. Support the compilation and dissemination of reports, newsletters, and policy briefs. Support setting up of digital platforms, dashboards, data portals, or secure repositories. Ensure that information shared on the platform is accurate, timely, and accessible to stakeholders.
  • Capacity Development Support: Assist in planning and organizing training sessions, workshops, and capacity-building activities for stakeholders engaged in the platform. Provide technical support to the Ministry to strengthen institutional capacities for resilience coordination.
  • Monitoring and Reporting: Support monitoring of platform activities and preparation of regular progress reports. Provide inputs for donor briefings, strategic planning documents, and UNDP reporting requirements.
  • Other Duties: Perform any other related duties as required or assigned by the supervisor or the Ministry of Lands, Agriculture, Fisheries and Rural Development.

Required Qualifications:
The ideal candidate should possess strong organizational and communication skills, with the ability to work collaboratively with diverse stakeholders. A background in development studies, environmental science, or a related field is essential. Familiarity with resilience-building initiatives and knowledge management systems will be advantageous. The candidate should demonstrate a commitment to the values of the UN and possess a strong sense of ethics and integrity. Proficiency in project management and coordination is also required, along with the ability to adapt to changing circumstances and work under pressure.

Educational Background:
A bachelor's degree in development studies, environmental science, social sciences, or a related field is required. A master's degree in a relevant discipline would be an advantage. The educational background should reflect a strong understanding of sustainable development principles and practices, particularly in the context of resilience-building and capacity development.

Experience:
Candidates should have at least 1-2 years of relevant experience in project management, coordination, or capacity development, preferably within the context of international development or humanitarian assistance. Experience working with government entities, NGOs, or UN agencies will be highly regarded. Familiarity with the socio-economic and political context of Zimbabwe is also beneficial, as it will enhance the candidate's ability to navigate the local landscape effectively.

Languages:
Fluency in English is mandatory, as it is the working language of the UN. Knowledge of local languages such as Shona or Ndebele would be considered an asset, as it would facilitate communication with local stakeholders and enhance engagement in community-based initiatives.

Additional Notes:
This position is a national UN Volunteer assignment, which means that the selected candidate will be responsible for arranging their own housing and living essentials. The role is full-time and may require flexibility in working hours to accommodate meetings and consultations with various stakeholders. The living conditions in Harare are generally favorable, with access to basic amenities and a vibrant cultural scene.
