Job Description
Job Posting Organization:
The Evaluation Officer position is located within the United Nations Sustainable Development Group at Headquarters. Job Overview:
The Evaluation Officer will serve as the team leader or evaluation manager for evaluations conducted by the United Nations System Wide Evaluation Office. This role involves leading evaluations, which includes scoping, planning, designing, collecting and analyzing data, and drafting reports for evaluation assignments. The Evaluation Officer will manage evaluation teams, ensuring that evaluations are conducted impartially, independently, and credibly, adhering to professional standards. The position requires a strong understanding of international evaluation methodologies and the ability to produce high-quality evaluation reports. The Evaluation Officer will also be responsible for coordinating budget activities related to evaluation projects and supporting the overall efficiency and effectiveness of the evaluation function within the organization.

Duties and Responsibilities:
The Evaluation Officer will have a comprehensive set of responsibilities, including leading evaluations by managing the entire evaluation process from scoping to report drafting. This includes overseeing data collection efforts using both qualitative and quantitative methods, analyzing and interpreting data, and ensuring the development of findings, conclusions, and recommendations. The officer will also lead field missions, provide guidance to team members and consultants, and manage the drafting of evaluation reports while incorporating client feedback. Additionally, the Evaluation Officer will coordinate budget-related activities, support recruitment processes, and participate in follow-up evaluations to track the implementation of recommendations. The role also involves collecting and analyzing data to identify trends and providing insights through various data visualization methods to facilitate data-driven decision-making.

Required Qualifications:
Candidates must possess a strong background in evaluation methodologies, with a minimum of seven years of progressively responsible experience in evaluating international projects and programs. Experience in leading evaluations and managing teams of staff and consultants is essential. Candidates should also have experience in using qualitative and quantitative evaluation methodologies and ideally have worked in an international organization. At least two years of experience in data analytics or a related area is desirable. The position requires a high level of professionalism, teamwork, and creativity, with the ability to propose strategic approaches to evaluations and improve programs or services.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in fields such as Law, Business Administration, Social Sciences, Public Administration, Programme Evaluation, International Affairs, Economics, International Development, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of seven years of progressively responsible experience in the evaluation of international projects and programs. Candidates must have experience in leading evaluations and managing teams of staff and consultants. Experience in qualitative and quantitative evaluation methodologies is required, along with a background in data analytics or related areas being desirable. Experience working in an international organization is also preferred.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while knowledge of French is considered desirable. Candidates must demonstrate a high level of proficiency in reading, writing, listening, and speaking in English, with a good level of proficiency in French being advantageous.

Additional Notes:
This position is temporarily available for a period of three months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
