Job Posting Organization: The position is located within the Human ResourcesServices Division (HRSD) of the Operational Support Office (OSO) within the Department of Operational Support (DOS) of the United Nations. The HRSD is responsible for providing comprehensive human resources services to the United Nations Secretariat, ensuring that the organization can effectively manage its human capital. The mission of the HRSD is to support the UN's operational needs by developing and implementing innovative human resources policies and practices. Job Overview: The Human Resources Officer will play a critical role in the development and implementation of human resources policies, practices, and procedures that align with the evolving needs of the United Nations. This position requires a proactive approach to managing human resources functions, including recruitment, talent management, staff development, and career support. The officer will be responsible for overseeing the Global Rostering Section, ensuring that the organization has a robust talent pool to meet its operational requirements. The role involves analyzing data related to human resources, preparing reports, and leading special projects aimed at enhancing the efficiency and effectiveness of HR services. The officer will also be expected to engage with senior government officials and represent the organization in discussions related to recruitment and human resources matters.
Duties and Responsibilities: The Human Resources Officer will be responsible for a wide range of duties, including but not limited to: contributing to the development and implementation of new HR policies and practices; ensuring compliance with existing HR policies; participating in task forces to identify and address HR issues; preparing reports and leading special HR projects; coordinating the design and implementation of HR action plans; managing the work of Roster Managers; overseeing recruitment processes, including preparing job openings and conducting interviews; providing guidance on suitability assessments; analyzing staff development plans; assessing training needs and delivering training programs; supervising junior HR officers; conducting research for policy papers; and participating in projects to pilot new technologies for HR efficiency. The officer will also be responsible for ensuring that HR practices align with organizational goals and contribute to a diverse and inclusive workplace.
Required Qualifications: Candidates must possess a strong understanding of human resources policies, practices, and procedures, with the ability to apply this knowledge in an organizational context. The ideal candidate will have excellent analytical skills to interpret HR-related data and provide recommendations to management. Strong communication skills are essential for conveying complex HR matters and for engaging with various stakeholders. The candidate should demonstrate professionalism, planning and organizing abilities, client orientation, and performance management skills. Additionally, the candidate should be able to work effectively in a multicultural environment and be committed to promoting gender equality and diversity within the organization.
Educational Background: The position requires an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, industrial-organizational psychology, education, law, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of human resources management within a large international organization like the United Nations.
Experience: Candidates must have a minimum of seven years of progressively responsible experience in human resources management, administration, or a related area. This experience should include conducting and presenting analyses on HR-related data, as well as familiarity with major Enterprise Resource Planning (ERP) systems and recruitment systems such as SAP or PeopleSoft. Additionally, experience in developing partnerships and collaborating with a diverse range of international stakeholders is required, as this role involves significant interaction with both internal and external clients.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in both languages is required, with a minimum level of proficiency specified by the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both languages at the required levels to effectively communicate and perform their duties in a bilingual environment.
Additional Notes: This position is temporarily available for six months, with the possibility of extension. If the selected candidate is a current staff member of the United Nations Secretariat, the selection will be administered as a temporary assignment. The position may be limited to internal candidates who have been recruited through a competitive examination or selection process.
