Job Overview:
The Digital Strategy and Communications Unit Manager will play a crucial role in supporting the implementation of the OSCE Communication Strategy. This position involves defining, managing, and executing the Organization's online strategy and platforms, ensuring coherence of OSCE corporate identity across all communications products, and enhancing the Organization's visibility through innovative online and multimedia engagement. The incumbent will monitor technological trends, evaluate the effectiveness of online communication tools, and provide strategic recommendations to the Head of the Communication and Media Relations Section (COMMS). The role requires a collaborative approach, working closely with the Head of COMMS to develop and assess the overall communication strategy, ensuring alignment with the OSCE's goals and objectives.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including:
  • Developing communications policies and workflows for Executive Structures, analyzing existing practices, and engaging with Executive Structures to identify challenges and opportunities for improvement.
  • Implementing a coordinated corporate identity policy, ensuring adherence to corporate identity standards across all communications products.
  • Deputizing for the Head of COMMS as required, guiding the preparation of Purchase Requests for outsourced services, and representing COMMS in internal working groups.
  • Managing the Digital Strategy and Communications Unit, overseeing the online budget, and supervising staff performance.
  • Defining and implementing the OSCE Digital and Online Strategy, ensuring alignment with the broader Communication Strategy.
  • Managing the OSCE Public Website and online platforms, ensuring quality and functionality.
  • Leading digital strategy and online communication projects, coordinating with internal stakeholders, and providing leadership to the digital strategy team.
  • Overseeing multimedia production and ensuring effective communication of OSCE's work through online platforms.
  • Performing other related duties as assigned.

Required Qualifications:
Candidates must possess a second-level university degree in Communications, Public Relations, Digital Communications, Media Studies, Journalism, Political Communication, Business Administration, Computer Science, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the second-level degree. Specialized education or certification in web design, user experience, digital strategy, or social media management is an asset. A minimum of seven years of progressively responsible professional-level experience in communication and public information projects is required, including management of large corporate websites. Proven management, communication, and negotiation skills are essential, along with in-depth knowledge of Internet technologies and business processes.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree) in a relevant field. Candidates with a first-level university degree may be considered if they have additional qualifying experience. Specialized education or certification in areas such as web design, digital strategy, or social media management is advantageous.

Experience:
Candidates should have a minimum of seven years of progressively responsible experience in communication and public information projects. This includes experience in managing large corporate websites and familiarity with the Drupal content management environment. Knowledge of other enterprise-level CMS platforms is also beneficial. International work experience is considered an asset, and candidates should demonstrate experience in policy development and implementation, as well as managing organizational change.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of other OSCE official languages is considered an asset. Candidates should demonstrate gender awareness and sensitivity, and the ability to integrate a gender perspective into tasks and activities.

Additional Notes:
The position is a fixed-term contract at the P4 grade level, with a monthly remuneration of approximately EUR 9,400, depending on post adjustment and family status. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
