Job Overview:
The Programme Officer is tasked with coordinating the implementation of the Makani programme across Jordan, focusing on its institutionalization process. This role involves collaboration with the Ministry of Social Development and national partners to ensure the programme is integrated into national systems sustainably. The Programme Officer will support coordination with government counterparts, UNICEF programme sections, and operations teams, engaging in programme planning, monitoring, knowledge generation, and reporting. The position is crucial for ensuring that the programme meets its objectives and delivers quality services to vulnerable children.

Duties and Responsibilities:
  • Programme Coordination and Implementation: Coordinate programme planning with the Social Policy section and relevant UNICEF sections and partners. Oversee the day-to-day implementation of the Makani programme, ensuring adherence to work plans and quality standards. Monitor progress against timelines and results, identifying challenges and proposing solutions.
  • Institutionalization and Capacity Strengthening: Contribute to the institutionalization of the Makani programme within national systems, collaborating with the Ministry of Social Development and other stakeholders. Develop and implement a transition plan and provide technical support to partners to enhance their capacity.
  • Programme Monitoring and Reporting: Work with information management teams to monitor programme performance, conduct field visits, and assess implementation. Review monitoring data and prepare reports on the programme.
  • Programme Resources, Reporting, and Coordination: Manage programme budgets and expenditures, ensuring compliance with UNICEF and donor requirements. Assist in preparing donor proposals and progress reports, and participate in donor visits and meetings. Organize annual reviews with partners.

Required Qualifications:
Candidates must possess a university degree (Bachelor’s or higher) in social sciences, international development, public policy, public administration, education, community development, business administration, management, or a related field. A minimum of two years of progressively responsible professional experience in programme or project development, planning, implementation, monitoring, or administration is required, along with experience in managing partnerships with national NGOs. Skills in programme coordination, partnership building, capacity strengthening, data analysis, report writing, and problem-solving are essential.

Educational Background:
A university degree (Bachelor’s degree or higher) in relevant fields such as social sciences, international development, public policy, public administration, education, community development, business administration, or management is required for this position.

Experience:
The position requires a minimum of two years of progressively responsible professional experience at national and/or international levels in programme or project development, planning, implementation, monitoring, or administration. Experience in managing partnerships with national NGOs is also necessary, along with relevant experience in development, fragile settings, and humanitarian contexts.

Languages:
Fluency in English and Arabic is mandatory for this role. Knowledge of another official UN language is considered an asset, enhancing communication and collaboration in a diverse work environment.
