Job Overview: The Investigator (Intake) position is situated within the Office of Internal Oversight (OIO) of IOM, which is responsible for conducting preliminary assessments and investigations into alleged violations of IOM’s regulations and rules. The role requires a professional who can handle allegations of misconduct, particularly those related to sexual exploitation and abuse (SEA), as well as other forms of abusive conduct such as sexual harassment and discrimination. The Investigator will work under the supervision of the Director of Investigations and the Chief of the Intake Unit, ensuring that allegations and complaints are assessed in a timely and efficient manner. The position may involve international travel on an ad hoc basis, and the Investigator will be expected to gather relevant information, analyze evidence, and draft reports on findings. This role is crucial in maintaining the integrity of IOM and ensuring that all personnel adhere to the organization's standards and ethical guidelines.
Duties and Responsibilities: The Investigator (Intake) will be responsible for conducting assessments of allegations and complaints of misconduct, focusing on SEA and abusive conduct. Key duties include gathering relevant information and evidence, drafting preliminary assessments and closure reports, maintaining databases of allegations and complaints, contributing to the management of these cases, participating in investigations as needed, conducting quality assurance for written work products, and developing guidelines and standard operating procedures to enhance the quality of investigations. The Investigator will also perform other duties as assigned, ensuring that all actions align with IOM's mission and values.
Required Qualifications: Candidates must possess a Master’s degree in Law, Criminology, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the same fields with four years of relevant experience is acceptable. Candidates should have a demonstrated knowledge of preliminary assessment and investigative procedures, particularly in relation to legal due process and the analysis of claims involving SEA and abusive conduct. Experience working within an international organization’s investigative unit is highly desirable, especially in handling complaints of SEA and sexual harassment.
Educational Background: The educational background required for this position includes a Master’s degree in Law, Criminology, or a related field from an accredited academic institution. For those holding a University degree, a minimum of four years of relevant professional experience is required. The educational qualifications are critical as they provide the foundational knowledge necessary for conducting investigations and assessments effectively.
Experience: A minimum of two years of relevant experience in law or investigatory work is required for candidates with a Master’s degree. For those with a Bachelor’s degree, a minimum of four years of relevant experience is necessary. This experience should include criminal or administrative investigations, and familiarity with handling complaints related to SEA and sexual harassment is highly desirable. Candidates should demonstrate a strong understanding of investigative processes and the ability to apply legal standards in their work.
Languages: Fluency in English, both oral and written, is required for this position. Additionally, a working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards.
Additional Notes: The position is a fixed-term contract for one year, with the possibility of extension based on performance and organizational needs. It is classified at the P-2 grade level, indicating a professional role within the organization.
